Dr. Nguyen Tri Thuc - Deputy Minister of Health emphasized the above contents at the workshop on Breakthrough in science and technology development, innovation, digital transformation and human resource training in the health sector organized by the Ministry of Health today (November 17) in Hanoi.
Former Deputy Minister of Health Nguyen Truong Son and representatives of many Departments, Bureaus, Institutes, Schools, Hospitals under and directly under the Ministry of Health, non-public health facilities; representatives of several ministries, branches, and units operating in the field of health care attended the workshop.
Promoting breakthroughs in science and technology development, innovation, and digital transformation to improve the quality of people's health care
According to Dr. Nguyen Ngo Quang - Director of the Department of Science, Technology and Training (Ministry of Health), Resolution No. 57-NQ/TW is like a call to action for intellectuals, scientists at home and abroad, those participating in scientific research, application of new technology and digital transformation with the aim of developing productive forces, perfecting production relations, improving labor productivity and national competitiveness, creating a breakthrough for the country's socio-economic development.
On February 19, 2025, the National Assembly issued Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation development.
Previously, on January 9, 2025, the Government issued Resolution No. 03/NQ-CP on the Government's Action Program to implement Resolution No. 57-NQ/TW; On April 1, 2025, the Government issued Resolution No. 71/NQ-CP amending, updating and supplementing Resolution No. 03.

Based on documents of the Party Central Committee, the National Assembly and the Government, with the Government's request, the Ministry of Health has directed the Department of Science, Technology and Training to develop and submit for promulgation Decision No. 787/QD-BYT, promulgating the Action Plan of the Ministry of Health to implement Resolution No. 03/NQ-CP of the Government; promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Plan No. 2121/KH-BYT dated June 26, 2026 amending and updating plan No. 787.
Dr. Quang said that the group of strategic technology products in the healthcare sector focuses on areas such as virtual assistants, specialized artificial intelligence, analytical artificial intelligence; large-scale data centers; traceability systems; new-generation vaccines; gene therapy; stem cell therapy...

Accordingly, breakthrough projects in science, technology and innovation include:
- Research cooperation - transfer of immune cell technology for cancer treatment - CAR-T, currently the National Children's Hospital is cooperating with Germany and Singapore to complete the research profile and outline;
- Research cooperation - technology transfer to produce lung cancer vaccine using mRNA technology. According to Dr. Quang, this is a cooperation with high feasibility, currently the focal unit in our country is negotiating with partners to reach a number of agreements in technology transfer, aiming to produce vaccines in Vietnam for export.
- Pilot application of mesenchymal stem cell therapy to treat cerebral palsy, autism and some chronic diseases. Currently, 19 clinical trial topics have been implemented and are being accepted for phase 1 clinical trial of CAR-T immune cells to treat hematological cancers, and phase 2 documents are being prepared;
- Pilot research on the application of personalized 3D printing in trauma treatment. Regarding this content, Vinmec Hospital has reviewed the clinical trial protocol, approved it and implemented it in November 2025.
Efforts to apply new techniques and new methods to diagnosis, prevention and treatment
Director Nguyen Ngo Quang also informed that the Ministry of Health has built a framework for breakthrough tasks in science and technology development and innovation in 2025-2026, in which the field of clinical medicine has 5 core tasks, specifically: Cell therapy (stem cells, immune cells), cell products for treating incurable and chronic diseases and health care; Personalized medicine; Gene therapy; developing new techniques and new methods in Vietnam in diagnosis, prevention and treatment, combining traditional and modern medicine.
The pharmaceutical and medicinal materials sector has 9 core tasks such as producing new generation vaccines, biological drugs, immune enhancing and modulating drugs; Developing medicinal materials, traditional medicines, and medicinal materials; New technology for drug production; Dual-use medical products serving national defense, security, and healthcare;
Regarding the field of medical technology and equipment, Dr. Quang said that it will focus on tasks such as advanced and specialized technology, equipment, and materials (3D printing, simulation, nuclear medicine, radiotherapy, etc.); Robots, automation equipment; Diagnostic biological products (IVD); Green medical technology;
Regarding the application of digital technology, focusing on the task of applying AI in disease prevention, treatment and healthcare management (geriatrics, cardiology, rare diseases, digital therapy, disease forecasting, etc.); Building a Vietnamese medical AI platform; Applying big data in a number of fields; Traceability system.
