Dr. Ta Manh Hung, Deputy Director of the Drug Administration Department, said: From 2018 to now, a total of 162 cosmetic product declaration dossiers have been submitted by MK Skincare and received acceptance numbers. Of these, 81 acceptance certificates are still valid.
Notably, 32 products under the Doctor Magic brand were licensed in the 2018-2019 period. Since 2020, the company has continued to submit dossiers to declare about 100 other imported products. Currently, the Drug Administration of Vietnam is continuing to review dossiers and request specialized units to report and synthesize additional documents.

Regarding users' complaints that they cannot look up Doctor Magic product information on the public service system, a representative of the Drug Administration explained: due to a technical error that caused the data to be displayed intermittently, not due to lost records. This unit is currently coordinating with relevant parties to fix the problem.
According to business registration data, MK Skincare Import Export Trading Production Service Company Limited was established in 2017, with Mr. Hoang Kim Khanh - husband of Ms. Phan Thi Mai (head of Mailisa system) as owner and general director.
During its operation, Doctor Magic branded products such as moisturizers, sunscreens, facial cleansers, exfoliants, etc. were regularly promoted and livestreamed for sale on social networks by the Mailisa system. These products were introduced as genuine imports, priced from 2-2.5 million VND/set, with the advertisement "brand born in Hong Kong", but the product label showed that it was manufactured at Guangzhou YRM Biotechnology (Guangzhou, China).
On social media platforms, Ms. Phan Thi Mai has repeatedly declared "selling the whole container", with a very large consumption quantity but still not enough supply.

Despite having a widespread branch network, the Mailisa chain has been fined many times. In January 2023, the Ho Chi Minh City Department of Health Inspectorate imposed a fine of VND160 million and suspended medical examination and treatment activities for 18 months due to administrative violations in the health sector, including providing unlicensed services and advertising without a license.
Previously, from November 13, the functional forces of the Ministry of Public Security searched many Mailisa facilities in localities such as Ho Chi Minh City, Hanoi, Da Nang, Nha Trang, Buon Ma Thuot... and temporarily detained many documents to serve the investigation.
