Bum Nua commune has a total natural area of over 31,152.5 hectares, 1,680 households, nearly 6,900 people living in 19 villages including 3 main ethnic groups: Thai, Mang, La Hu; has a border with Kim Binh district (Yunnan province, China) of 31.55 km long.
The 1st Congress of Bum Nua Commune Party Committee, term 2025-2030, marked the beginning of a new development phase after the merger, creating a solid foundation for the stability and development of the locality in the coming time. The Party Committee and the communal government have promoted collective intelligence to draft a Political Report to submit to the 1st Commune Party Congress. In particular, the breakthrough tasks in the coming time are: protecting and developing forests associated with developing medicinal herbs under the forest canopy, focusing on developing Lai Chau ginseng; maintaining, preserving and promoting the unique cultural identity of ethnic groups associated with developing community tourism and eco-tourism at Pu Si Lung peak.

With the mission of making a breakthrough in forest protection and development associated with the development of medicinal herbs under the forest canopy, focusing on the development of Lai Chau ginseng, the commune sets a specific goal: striving to plant about 200 hectares of new forest by 2030, increasing the forest cover rate to over 70%, developing 70 hectares of Lai Chau ginseng or more. On that basis, the People's Committee of the commune builds a methodical implementation plan, with a roadmap, close to local realities, both protecting natural resources and opening up a new direction in developing livelihoods for the people. Planning and forming a Lai Chau ginseng growing area of about 50 hectares in the villages: Sin Chai A, B, C, Pa Ha... And, identifying this as one of the key economic crops to reduce poverty for the people.
In addition, the commune focuses on resources and policies to support infrastructure development; encourages people and businesses to develop the economy under the forest canopy; grows medicinal plants, especially Lai Chau ginseng and effectively implements the State's support policies to the people. Attracts Pu Si Lung mountain top eco -tourism and Lai Chau ginseng garden tourism to introduce and promote the image and strengths of the commune. Improve the quality of the movement "All people unite to build a cultural life", the campaign "All people unite to build new rural areas and civilized urban areas"; maintain and promote the cultural identity of ethnic groups, focusing on restoring some unique cultural activities of the Thai ethnic group associated with developing community tourism. These are important solutions to realize the second breakthrough task: maintaining, preserving and promoting the unique cultural identity of ethnic groups associated with developing community tourism and Pu Si Lung peak eco-tourism.
Along with effectively implementing the set breakthrough tasks, Bum Nua commune continues to promote the implementation of the Agricultural Sector Restructuring Project, maintaining and developing concentrated rice growing areas in the villages: Na Lang, Na He, Na Hu. Developing poultry flocks, concentrated livestock farming associated with grass planting, confinement through the implementation of national target programs, policies to support agricultural and forestry development of the province. Attracting investment focuses on developing economic components. With 13 hydropower projects, total capacity of 243MW, of which 9 factories have been completed, generating commercial electricity with a total installed capacity of 226.15MW; 5 projects have been planned, granted investment policies and are under construction, showing that hydropower is a potential and strength that the commune is interested in attracting to promote industrial development with advantages associated with environmental protection. At the same time, create conditions for the development of economic sectors, focusing on collective and private economies.
Identifying the application of science and technology and digital transformation as key tasks to effectively operate the local government apparatus in the coming time, the People's Committee of Bum Nua commune will proactively apply scientific and technological advances in conjunction with the implementation of the digital transformation program in the activities of Party, State, Fatherland Front and socio-political organizations. Effectively deploy the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation.
The 1st Party Congress of the Commune, term 2025-2030 is a historical milestone, marking the transition to a new development stage. Bum Nua Commune confidently sets out socio-economic development targets to strive to achieve by 2030. That is, average income per capita reaches 41 million VND/year; total grain output reaches 3,400 tons; 100% of roads to villages are hardened; 100% of households have access to the national grid; 99% of the population has access to clean water. Striving to achieve 15/19 new rural criteria by 2030...
These figures demonstrate that the Party Committee, government and people of Bum Nua commune have clearly identified and proactively promoted the local potential and strengths to develop the commune quickly and sustainably, with rich identity...
