On the morning of October 14, we were present in Bac Lieu and Vinh Trach wards, along main roads such as Nguyen Tat Thanh, Tran Phu, Tran Huynh (Bac Lieu ward); Cao Van Lau street (Vinh Trach ward) and many other roads, recording on both sides of the road the bright red national flag fluttering in the early morning sun; many clusters of billboards, banners, posters promoting the Party Congress on inner-city roads; at the same time, organizing many mobile propaganda cars to wards and communes...

Comrade To Viet Thu, Standing Member of the Provincial Party Committee, Secretary of the Bac Lieu Ward Party Committee, happily announced the good news: Since implementing the 2-level local government model, over the past 3 months, the Standing Committee of the Party Committee has directed the People's Committee and departments, offices, cadres, civil servants and public employees in the ward to promote a sense of responsibility, overcome initial difficulties, and make efforts to create new changes that are very encouraging.

Functional units are urgently preparing cultural and artistic activities to welcome the Ca Mau Provincial Party Congress.

Accordingly, the Party Committee of Bac Lieu Ward has just organized a preliminary review of the implementation of tasks in the third quarter and deployed directions and tasks for the fourth quarter of 2025. The Standing Committee of the Party Committee of the Ward has requested the entire political system of the ward to focus on disbursing 100% of public investment capital, removing difficulties in operating the 2-level local government model; at the same time, having breakthrough solutions in science and technology development according to Resolution 57 of the Politburo.

“On the other hand, we propose to continue improving State management of education, completing the criteria for building schools that meet national standards, and enhancing the operational efficiency of the Fatherland Front, socio-political organizations and the Public Administration Center, contributing to the completion of socio-economic development goals by 2025.

According to the report at the conference, in the third quarter of 2025, Bac Lieu ward focused on implementing Resolution No. 01 of the Ward Party Executive Committee on directions and tasks until the end of the year, thereby the socio-economy had many positive changes.

Thanks to that, over the past 3 months, the work of Party and government building has had many positive changes, the apparatus has been reviewed, arranged and consolidated; the sense of responsibility, discipline and working style of cadres and civil servants, especially leaders, have become increasingly orderly and effective...

In Vinh Trach ward, comrade Ngo Hieu Dan, Secretary of the ward Party Committee, said: The Party Committee and People's Committee of Vinh Trach ward have just organized the first Advanced Model Conference to summarize and evaluate the patriotic emulation movement in the period of 2020-2025; set out emulation goals and tasks in units, collectives and individuals in the period of 2025-2030.

“Promoting the results achieved after more than 3 months of implementing the 2-level local government model, currently, the Party Committee and People's Committee of the ward have been making efforts with the highest determination to soon create new changes; at the same time, launching exciting emulation movements to welcome the Party Congresses at all levels...”, said comrade Ngo Hieu Dan.

From the center of Bac Lieu ward to the People's Committee of Hung Hoi commune is less than 10km, this road is paved smoothly to the deep hamlets of the commune.

Comrade Tu Minh Phuc, Party Secretary of the commune, said: After merging the two communes, Hung Hoi now has only 8,853 people, 29.9% of whom are Khmer people. This is one of the communes with the largest Khmer population in Ca Mau province.

However, over the past years, with the attention and support from the Central and local levels, and the efforts of the Party Committee and the people to overcome difficulties, Hung Hoi has had many commendable innovations and developments, and the material and spiritual life of the people has improved day by day...", comrade Tu Minh Phuc shared.

In the remote commune of Vinh Loc (formerly Hong Dan district, now Ca Mau province), the People's Committee of the commune coordinated with philanthropists to organize a groundbreaking ceremony for the construction of two rural traffic bridges in Nhuy Cam hamlet and Vinh Thanh Lap hamlet.

This is a project to welcome the 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030. The two bridges named Tu Son and Hai Cat, are designed to be 25m long, 3m wide, with a load capacity of 2.5 tons, a clearance of 2.5m, built with reinforced concrete structure, with a total cost of 700 million VND, sponsored by GLENWOOD HORECA Joint Stock Company and the Saigon People's Social Vegetarian Restaurant...

Leaders of Vinh Loc commune said that in recent times, along with the orientation of socio-economic development, the locality has always paid attention to investing in and upgrading the rural traffic infrastructure system.

Many large projects invested by the Central and the province are about to be put into use, such as the 7.7km North-South Expressway passing through the commune, the 6.6km Ho Chi Minh Road (Gach Soi-Ben Nhat, Go Quao-Vinh Thuan section), and the 15.291km Phuoc Long-Ba Dinh route. These projects contribute to improving people's lives, creating favorable conditions for people to travel and exchange goods...

With new vitality and new confidence, cadres and people in the province expect that the 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030, will truly create many new changes, helping Ca Mau rise stronger in the period of innovation and deep integration of the country...
