The whole country joins hands to finish the program of eliminating temporary and dilapidated houses early.
In 2024, the Government launched a program to support the elimination of temporary and dilapidated houses nationwide, in conjunction with the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" to celebrate the 80th anniversary of the founding of the country. Over the past year, the movement has created a widespread influence, mobilizing the participation of the entire political system, the business community, the armed forces and the majority of the people. According to the Central Steering Committee, by August 31, 2025, the whole country will basically complete the goal of eliminating temporary and dilapidated houses, reaching the target 5 years and 4 months ahead of Resolution No. 42-NQ/TW of the Central Committee.

As a result, nationwide, 334,234 houses have been built and repaired for poor households, near-poor households, people with meritorious services and relatives of martyrs (255,310 newly built houses, 78,924 repaired houses) with a total mobilized resource of more than VND 24,700 billion and over 2.7 million working days. This is a miracle in terms of progress, demonstrating the strength of the great national unity bloc. The program was implemented with a creative approach, classifying localities into 4 groups to have appropriate support mechanisms; assigning specific ministries, branches, corporations and enterprises to accompany each locality; at the same time, applying a unified support level of VND 60 million/newly built house, VND 30 million/repaired house. In addition to support from the State, localities flexibly mobilize more social resources, mobilize cadres, soldiers, union members, and association members to directly support working days and materials for households.
Each locality has its own way of doing things.
The emulation movement “The whole country joins hands to eliminate temporary and dilapidated houses” was launched and quickly became a climax of action for the entire political system and the whole society. In all regions, from mountainous areas, remote areas to plains and islands, Party committees and authorities at all levels consider this a particularly important political task, linked to emulation targets and specific commitments from leaders.
Trade Unions, Youth Unions, Women's Unions, and Farmers' Associations at all levels have organized thousands of campaigns to support working days, transport materials for free, and mobilize human resources to help poor households and policy households build and repair houses. The Police and Army forces have promoted the spirit of "Uncle Ho's soldiers", directly present in many mountainous, border, and island areas to join the people in building new houses. Many localities have linked emulation movements with the construction of new rural areas, with sustainable poverty reduction programs, creating strong resonance. Creative approaches such as the models of "Volunteer working days", "Youth shock troops", "Each cadre and party member helps a family in difficulty" have created momentum to accelerate construction progress. In particular, the assignment of leaders of Party committees and authorities to be directly responsible for and monitor each household has helped to promptly resolve problems, ensuring publicity and transparency.
Thanks to that exciting competitive spirit, in just a short time, hundreds of thousands of new houses were completed, bringing joy and warmth to millions of people.

Tuyen Quang completed the elimination of over 15 thousand houses.
Responding to the major policy of the Central Government, the entire political system from the province to the grassroots level has taken drastic action with a spirit of urgency and high responsibility. According to the report of the Provincial People's Committee, by August 25, 2025, the whole province had started construction on 15,064/15,064 houses, reaching 100% of the plan, of which 14,653 houses were completed (reaching 97.2%). The remaining 411 houses (369 newly built houses, 42 repaired houses) will be completed before August 31, 2025.
Not only achieving high results in quantity, Tuyen Quang also made its mark with many creative ways. The province announced 3 typical house models suitable for mountainous areas, ensuring the "3 hard" standards (hard foundation, hard frame-wall, hard roof) and a lifespan of over 20 years. In particular, many poor households and ethnic minority households were also supported with additional funds and materials for building houses suitable to the identity and customs of each ethnic group. To keep up with the progress, many localities in the province proactively advanced funds, drew from the "Repaying gratitude" Fund, and mobilized businesses and philanthropists to participate. The provincial Women's Union organized many campaigns to support building houses for poor households; the Youth Union established volunteer teams to transport materials for free. Thanks to that, the joy of having a new house spread throughout the villages, becoming a driving force to promote a vibrant emulation movement from the grassroots.
Leave no one behind
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated the efforts, determination and achievements of the localities. The Prime Minister affirmed: Eliminating temporary and dilapidated houses is not only an urgent social security task but also a vivid demonstration of the good nature of our regime: the State for the people, by the people and for the people, demonstrating national love and compatriotism. Each new house is a warm home, a belief, a motivation for people to work with peace of mind, contributing to building their homeland and country.
The Prime Minister emphasized five lessons learned in implementing the Program to eliminate temporary and dilapidated houses. The most prominent of these is the lesson of promoting the strength of national solidarity, considering this a decisive factor in achieving the goal of eliminating temporary and dilapidated houses nationwide. According to the Prime Minister, the close coordination between the Central and local levels, between the State and the People, the joint efforts of businesses, the social community and the armed forces have created a huge resource, helping hundreds of thousands of households have a spacious and solid home.
To continue to effectively implement social security work, the Prime Minister requested Party committees at all levels, ministries, branches and localities to continue to promote the spirit of solidarity and responsibility, mobilize diverse resources, and link the movement to eliminate temporary housing with the goal of sustainable poverty reduction and new rural construction. Continue to thoroughly grasp social security policies, proactively propose flexible solutions in the implementation process; promote patriotic emulation movements, replicate good models and creative ways of doing things, promptly encourage collectives and individuals with many contributions; be close to the people, listen to their opinions; promote revolutionary traditions, and be closely attached to the people with the great goal of bringing prosperity and happiness to the people.
The Prime Minister also expressed his gratitude to agencies, organizations, businesses, armed forces and millions of kind-hearted people who have joined hands to contribute.
The conference announced decisions to commend and award groups and individuals with outstanding achievements in implementing the elimination of temporary and dilapidated houses.
