According to Mr. Hoang Phuc Lam, floods are gradually receding on most rivers in the South Central region, except for Dinh Ninh Hoa River, Cai Phan Rang River (Khanh Hoa), and Krong Ana River ( Dak Lak ), which are rising, causing the risk of flash floods and landslides in coastal areas and the South Central Highlands to remain very high.
Currently, floods on Kon River, Ky Lo River, Ba River, Dinh Ninh Hoa River, Cai Phan Rang River ( Khanh Hoa ) are at very high levels, about 0.2-2.12m above alert level 3, floods on Krong Ana and Srepok Rivers (Dak Lak) are below alert level 3. In the next 6 hours, floods on Ba River will fluctuate at high levels and above alert level 3 (equivalent to the historical flood level in 1993 of 5.21m).
Mr. Hoang Phuc Lam emphasized that this is a period of heavy rain that has lasted from the night of November 17 until now in the South Central region, especially with the combination of cold air and East wind, there have been periods of very extreme rain in a short time in the area from Quang Tri to Khanh Hoa. There are places such as Son Thanh Tay and Son Thanh Dong, Hoa My Tay, Son Long, Son Dinh, and Song Hinh all recorded rainfall from 1,000-1,200mm. Along with that, due to the impact of heavy rain, right after the previous floods, hydroelectric reservoirs operated to discharge water combined with the water level on rivers in the area being at a high level, so in this flood, many rivers exceeded historical levels.
Heavy rain on the night of November 19 and the morning of November 20 caused the flood on Ky Lo River (Dak Lak) to exceed the historical flood of 2009. The flood on Ba River (Dak Lak) exceeded the historical flood of 1993, and the flood on Dinh Ninh Hoa River (Khanh Hoa) exceeded the historical flood of 1986.
To continue to proactively respond to heavy rain, floods, landslides, and flash floods, following the guidance of the National Civil Defense Steering Committee, affected provinces and cities continue to closely monitor forecasts and warnings of heavy rain, floods, flash floods, and landslides and provide timely and complete information to local authorities and people to proactively prevent; at the same time, continue to mobilize all resources to urgently overcome the consequences of recent natural disasters.
Provinces and cities deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of floods, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; proactively organize the relocation and evacuation of people to safe places and have plans to support food and necessities for people at evacuation sites.
Along with that, localities arranged forces to guard, control people and vehicles in areas at risk of deep flooding, check, review, and deploy measures to ensure the safety of key works, proactively take measures to drain water to prevent flooding and protect production, prepare forces, vehicles, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to all situations, especially for areas at risk of being isolated...
