Vice Chairman of the People's Committee of Phuoc Son Commune ( Dong Nai ) Bui Anh Tuan said that when there was information that Dong Nai 5 Hydropower Plant was releasing flood water to regulate the reservoir, the commune directed the Civil Defense Command Committee and the Village Management Board to implement the motto "4 on-site" and "3 ready" to respond to natural disasters occurring in the area.
The rising water level on the Dong Nai River on the morning of November 21st has caused flooding in Phuoc Son commune, with a total area of about 65 hectares; including 45 hectares of rice land (villages 5 and 6 Dang Ha), 15 hectares of perennial crop land (villages 4 and 5 Dang Ha and village 5 Thong Nhat), and 5 hectares of corn land (village 5 Dang Ha). Some roads have been temporarily isolated and closed to traffic, affecting people's travel.
During the implementation and deployment of forces to respond to situations, the leaders of the Commune People's Committee proactively and directly directed the departments to regularly monitor and grasp the situation, send forces to the scene, and quickly evacuate a total of 22 households in the flooded area. The forces helped people transport their belongings and belongings out of the flooded area to ensure safety. The leaders of the Commune sent forces to monitor, put up warning signs, and widely announced on information channels for people to pay attention when traveling through the flooded road above.
“The task and solution in the coming time is to develop a specific and detailed plan, associated with the “4 on-site” motto (on-site command, on-site forces, on-site means, on-site logistics) to be proactive in all situations. Assign forces to be on duty 24/7, on command duty, on-site readiness to respond to all situations. The Commune People's Committee continues to promote propaganda work, raise public awareness of natural disaster prevention, control and search and rescue; help cadres, party members and people clearly understand their responsibilities and obligations in proactively preventing, responding to and overcoming the consequences of natural disasters,” Mr. Bui Anh Tuan added.
In Dak Lua commune, the locality also urgently organized rescue forces to evacuate and relocate people and their property in flooded areas to safety.
Specifically, at 4:00 p.m. on November 20, the water level on the Dong Nai River (through Dak Lua Commune) began to rise, flooding 6/7 hamlets along the riverbank. By 10:00 p.m., the deepest flooded area of about 1.2-1.5m was recorded in Group 3, Hamlet 2. Preliminary statistics showed that 366 houses and structures were flooded; 317 hectares of fruit trees, 40 hectares of crops were flooded; 12km of residential roads were flooded (of which 7km were impassable).
The authorities have proactively assisted people in moving livestock and poultry to safe areas. Currently, there have been no landslides or human casualties. According to the leader of Dak Lua Commune People's Committee, as soon as information about Dong Nai 5 Hydropower Plant releasing floodwaters to regulate the reservoir, the commune directed the Civil Defense Command to hold a meeting to assign tasks; established two teams to deploy flood prevention and control plans in the commune.
Along with that, the commune has issued a document to the hamlet chiefs and people to urgently harvest crops, move livestock, machinery, and assets out of low-lying areas; at the same time, urgently organize rescue forces, evacuate, and relocate people and assets to safe areas; regularly inform, warn, and guide people in high-risk areas, absolutely not let people be subjective and stay in dangerous areas.
In the coming time, if Dong Nai 5 Hydropower Plant continues to discharge the reservoir to regulate the reservoir, the rising river water will greatly affect the remaining areas of the commune; risking direct impacts on people's lives and property. Dak Lua commune recommends and proposes that the People's Committee of Dong Nai province direct the Command of Defense Zone 2 to increase the commune's forces to support people in evacuating their property and livestock; the equipment serving the commune's flood and storm prevention and control work is currently lacking and degraded, some equipment exceeds the commune's budget balance capacity. Therefore, the commune proposes that the Provincial People's Committee and the Department of Agriculture and Environment consider and support the equipment of 1 motorboat (1 ton capacity) to create conditions for the commune to serve timely natural disaster and flood prevention and control.
