On November 22, the People's Committee of Dong Nai province sent a document to the People's Committee of Lam Dong province regarding coordination in providing information on regulating spillway and flood discharge downstream of hydroelectric reservoirs in the basins of Dong Nai, La Nga, and Song Be rivers.

Coordinate the provision of flood discharge information from irrigation and hydroelectric reservoirs

According to the People's Committee of Dong Nai province, in recent times, the work of providing information and coordinating warnings before spillover and flood discharge to downstream between hydropower plants with the Dong Nai Provincial Civil Defense Command and the Department of Agriculture and Environment has been very close, timely, and proactive in responding to and preventing damage caused by floods.

However, from November 7, the water level on La Nga River was high and remained until November 18, causing the embankment (built by the people) along the river to break and overflow, flooding about 600 hectares of rice and crops of the people of Phu Hoa commune.

According to initial information, the water level rose due to heavy rain in the upstream area and overflow regulation of the Da Nhim - Ham Thuan - Da Mi hydroelectric reservoir.

However, the reservoir owner has not yet coordinated to provide information and warnings to the Provincial Civil Defense Command, the Department of Agriculture and Environment and the People's Committees of communes downstream of the dam in Dong Nai province.

This causes difficulties in flood response, causing damage to people's rice and crop production.

To proactively prevent and promptly respond to flooding, flash floods, and landslides in areas along the Dong Nai, La Nga, and Song Be rivers, the People's Committee of Dong Nai province requested the People's Committee of Lam Dong province to direct relevant units to promptly notify and provide information on the situation of flood discharge regulation of hydroelectric and irrigation reservoirs to the downstream areas of Dong Nai province.

Hydropower plants provide timely flood discharge information

In addition, the People's Committee of Dong Nai province also sent a document to hydropower plants to coordinate in providing information on regulating spillway and flood discharge downstream of hydropower reservoirs in the basins of Dong Nai, La Nga, and Song Be rivers.

Specifically, the document was sent to the following hydropower plants: Tri An, Phu Tan 2, Dong Nai 2, Dong Nai 3, Dong Nai 4, Dong Nai 5, Dai Ninh, Da Nhim - Ham Thuan - Da Mi, Can Don, Thac Mo, Dak U, Srok Phu Mieng, Dak Glun, Thong Nhat, Dak Glun 2, Bu Ca Mau, Dak Kar.

Accordingly, the People's Committee of Dong Nai province requested hydropower plants to review operating procedures, coordination regulations, assign responsible staff, notify and provide timely information on the time to start discharging downstream, flow to the lake, lake water level, and expected discharge flow.

Notifications are made via warning systems, loudspeakers, text messages, social networks or other communication channels so that people downstream can receive information quickly, proactively harvest agricultural products, and evacuate people and property from areas at risk of deep flooding and landslides, in order to minimize damage.

In particular, the Da Nhim - Ham Thuan - Da Mi hydropower plant in the upper La Nga river coordinated to send timely information to serve propaganda and warnings to help local authorities, functional agencies and people have plans to respond, evacuate and overcome consequences when natural disasters occur.
