On the morning of December 1, at the National Conference to disseminate and summarize the implementation of Resolution No. 18, report on the socio-economic situation in the first 11 months of 2024, solutions for 2025 and remove institutional bottlenecks and bottlenecks, the Central Committee for the first time announced a plan to reorganize the apparatus of the political system with specific orientations. The reorganization orientation refers to almost all agencies and organizations of all three components of our country's political system, namely the Party, the Fatherland Front and socio-political organizations, the State, specifically the National Assembly and the Government. The outstanding common point of the plan is to streamline the apparatus through ending the organization's operations, merging agencies together, transferring functions and tasks to operating agencies and organizations... Rare speed It can be said that the urgency in implementing the revolution to streamline the apparatus is very clear. Even the two words urgent cannot fully describe it, but the two words lightning speed must be used to match what is happening in the implementation of this revolution, because within just a few months of 2024, the revolution to streamline the organizational apparatus of the entire political system has been formed and begun to be implemented.

Taking August 3 as the date when Mr. To Lam was elected by the Central Executive Committee to hold the position of General Secretary, more than a month later, on September 20, in his closing speech at the 10th Central Conference of the 13th tenure, General Secretary To Lam only mentioned: “Continue to focus on building and streamlining the organizational apparatus of the Party, the National Assembly, the Government, the Fatherland Front, and socio-political organizations to operate effectively and efficiently. In particular, streamlining the apparatus and organizing the Party's agencies is truly the intellectual core, the 'general staff', the vanguard leading state agencies...”. But just over a month later, in the November 5 article “Refined - Lean - Strong - Effective - Effective - Efficient”, General Secretary To Lam deeply analyzed the organizational shortcomings of our country’s political system and for the first time used the word revolution: “The strategic convergence point after 40 years of national renovation is bringing a historic opportunity for the country to enter an era of development, an era of national growth; also posing an urgent requirement to resolutely carry out the revolution to build a truly streamlined political system that operates effectively and efficiently, meeting the requirements and tasks in the new revolutionary period”. This spirit was further affirmed by the General Secretary in his closing speech at the 13th Party Central Committee Conference on November 25: “Determine the highest political determination in implementing the Central Committee’s policy on summarizing Resolution No. 18/NQ-TW and arranging and perfecting the organization of the political system to be streamlined, effective and efficient. This is a particularly important task, a revolution in streamlining the organization of the political system…” Looking back at the preparation of major policies and guidelines of the Party, it is usually a long process, from researching policies and guidelines, presenting them to the Central Conference for discussion, and passing them into resolutions. Next is disseminating, thoroughly implementing, and transferring them into action programs of organizations in the political system, institutionalizing them into state laws… This process usually takes a year, sometimes even longer. But this time is completely different. Within just 4 months, there was a plan, a specific direction for arrangement. A speed that has never been seen before. An amazing speed. Resolute without exception . The second point that makes the characteristic of this revolution to streamline the organizational apparatus is resoluteness. This is clearly shown in the plan and direction given by the Central Committee. Resolute without exception. All agencies and organizations of the entire political system are mentioned for consideration.
In just 4 months, there was a plan and a specific direction for arrangement. A speed that has never been seen before. An amazing speed.
Small as magazines, newspapers of a series of agencies, organizations to large as general departments, then as large as ministries and committees of the National Assembly are all subject to reform and rearrangement. The numbers of organizational reductions according to the stated orientation such as the Government reducing 5 ministries, 2 agencies under the Government, the National Assembly reducing 4 committees... show the drastic level of this organizational rearrangement. No one has calculated the specific number if the organizational rearrangement is implemented as planned by the Central Committee, how many people will be reduced, how much money will be spent on the activities of the agencies after the rearrangement, but it is certainly a large amount. And more importantly, through the reorganization, the activities of agencies and organizations in the entire political system of our country will be more effective and efficient. The bottleneck that is hindering the new era of development of the country - the era of striving will gradually be cleared, creating momentum for development. Broad vision The third point is that the Central Committee's shaping and directing the implementation of the organizational streamlining revolution has shown the role of the Central Executive Committee, the Politburo, and first of all, the role and intelligence of the leader of our Party. The development history of our country has affirmed the law-based issue that at turning points in history and development, the country always nurtures and produces people capable of steering the boat to help the country overcome challenges and obstacles to move forward. Without a broad vision, without a wealth of practical experience, without a political determination to act immediately, without delay, it is unlikely that General Secretary To Lam would have been able to unite the Party's highest leadership in a short period of time to plan an important strategy called the organizational streamlining revolution, conveying that message to all Party members and to the whole society, creating a great consensus throughout the country. The courage and intelligence of the leader of the political system will certainly be one of the guarantees for the victory of this revolution.
