Due to the unusual developments of floods and hydropower plants releasing water from upstream, many localities downstream of Lam River were deeply flooded and isolated. Authorities at all levels in Nghe An promptly mobilized forces, directly present at the grassroots level, and joined the people in responding and urgently evacuating people and property to safety.

On the afternoon of July 23, due to the impact of flood discharge from upstream hydroelectric reservoirs, the Lam River water rose rapidly, causing many residential areas in low-lying communes such as Vinh Tuong, Nhan Hoa, Anh Son, Yen Xuan... (formerly Anh Son) to be deeply flooded and isolated. In Dinh Hop village (formerly 19/5 village), Nhan Hoa commune, water began to flood in the afternoon and by the evening of the same day, many houses were deeply flooded, isolating dozens of households.

Mr. Nguyen Duc Thang, a resident of Dinh Hop village, said: “The water rose so quickly. In the afternoon, it was just above the gate, and by evening, it had reached our houses. Thanks to the support of our neighbors, we were able to raise the rice high, take our livestock to a safe place, and evacuate people to safety.”

At the same time, many people proactively mobilized motorboats and floating equipment to move in flooded areas, supporting people in evacuation. Mr. Nguyen Huu Than, a local resident, said: “Since the afternoon, we have been going from house to house to warn and support the evacuation of assets. At night, the water rose very quickly, many places were isolated, forcing us to use boats to evacuate people.”

Faced with the complicated situation, the People's Committee of Nhan Hoa commune activated the natural disaster prevention plan, mobilizing local forces including cadres, police, and military to quickly approach the scene and support the evacuation of people. At 1:10 a.m. on July 24, comrade Dang Dinh Luc - Deputy Secretary of the Party Committee, Chairman of the People's Committee of the commune was present in Dinh Hop village to direct the evacuation work, ensuring the safety of people's lives and property.

At the same time, the Vietnam Fatherland Front Committee of Nhan Hoa commune coordinated with the government and mass organizations to urgently set up temporary shelters, organize the supply of food, drinking water, blankets and essential necessities for affected households. Households with elderly people, children, disabled people and single people were given priority in arranging suitable evacuation places, ensuring minimum living conditions during the flood avoidance period.

Not only Nhan Hoa commune, in many localities downstream of Lam River, local authorities proactively responded and promptly deployed rescue measures on the night of July 23. In Yen Xuan commune, when localized flooding occurred in some low-lying villages, the commune leaders were directly present at the grassroots level, directing the police and military forces to coordinate with the people to move people and property to safety. Especially in villages 8 and 9 (old Long Son commune), comrade Pham Van Toan - Party Secretary, Chairman of the Commune People's Council, directly went to the scene, directed the reinforcement of houses, opened drainage routes, and ensured the safety of civil works.

In Linh Son and the old Cao Son communes, commune leaders promptly arrived at key points, along with local shock troops to assist people in evacuating. Police, military, and militia forces were mobilized to the maximum at night, implementing the "4 on-site" plan, promptly responding to deeply flooded areas, minimizing damage caused by natural disasters.

“That very night, the steering committee and 7 shock teams including police, military, militia... with 50 comrades gathered in high-risk villages to evacuate people and property. Accordingly, people and property of 115 households in flooded areas were evacuated to safe places. As of 8:00 a.m. on July 24, in the commune, 7 villages were isolated, affecting 566 isolated households; The flooded rice area was 45 hectares; corn 23 hectares, sugarcane 60 hectares," said Mr. Hoang Dinh My - Chairman of the Commune People's Committee.

In Vinh Tuong commune (former Anh Son district), when the river water rose and flooded many residential areas, the commune leaders directed the establishment of 3 rapid response teams, mobilizing 100% of cadres and civil servants to stay at the grassroots level, coordinating with people to move belongings, assets, and organize temporary accommodation.

Mr. Dang Anh Tan - Vice Chairman of the Commune People's Committee, said: "In the face of the unusual developments of the flood, the cadres and people of Vinh Tuong had a sleepless night. All are focused on the goal of ensuring the safety of people's lives and property."

Prolonged heavy rain combined with hydroelectric dam discharges have caused localized flooding in many localities. However, with the close direction of the government, the proactiveness and urgency of functional forces and the spirit of solidarity and consensus of the people, the damage has been significantly reduced.
