Need to put an end to the situation of 'brokers' and selling 'diplomatic quotas' when buying social housing

(Chinhphu.vn) - The Ministry of Construction has just issued a document requesting the People's Committees of provinces and cities to rectify the process of receiving applications for purchasing and renting social housing, preventing the situation of 'brokers', worrying about documents, selling diplomatic quotas... causing frustration.

On November 19, the Ministry of Construction sent a document to the People's Committees of provinces and cities across the country requesting to rectify the situation of submitting applications for buying and selling social housing. This move was made after recording a sharp increase in demand for buying and renting social housing in many localities; people are especially interested when there are projects opening for sale and announcing the acceptance of applications.

Publicly announce information on receiving applications for at least 30 days

According to the Ministry of Construction, recently at some projects, there have been cases of people gathering in large numbers, jostling, queuing overnight, making their own lists of numbers, and holding onto spots. In addition, illegal brokers, "file brokers", and collecting deposit fees outside of regulations have arisen, posing a potential risk of disputes, disrupting security and order, and reducing the effectiveness of social housing policies.

The Ministry of Construction believes that if not promptly corrected, it will create a favorable environment for brokers to receive money to take care of documents, sell diplomatic quotas, distort policies, affect people's trust and cause difficulties for state management at the local level.

To ensure that the application process is transparent and in accordance with the law, the Ministry of Construction requests that provinces direct the Department of Construction to publicly disclose information on all ongoing social housing projects at least 30 days before receiving applications. The publicized contents include: Project scale, number of apartments, selling price, rental price, time of application distribution, location and time of application receipt.

Publicity must be carried out simultaneously on the electronic information page of the Department of Construction, the People's Committee of the commune where the project is located and at least once in the newspaper which is the mouthpiece of the local government.

Localities need to guide people to prepare documents and papers to prove their eligibility and conditions to avoid having to go back and forth many times. Units with people registering to buy houses must confirm income conditions and housing conditions according to the form of Circular 32/2025 of the Minister of Construction.

Regarding security and order, the People's Committee of the commune where the project is located must coordinate with the local police and the investor to develop a traffic diversion plan, regulate people coming to submit documents, and avoid jostling and crowding.

Public list of buyers

The list of eligible buyers and hire-purchasers is also required by the Ministry of Construction to be made public after signing the contract and updated on the website of the Department of Construction to serve post-inspection and avoid duplication of subjects.

At the same time, inspect and handle illegal brokerage activities, collecting deposit fees, collecting "guarantee" fees, and selling diplomatic quotas against regulations. Violating organizations and individuals must be publicly announced to warn the people.

The Ministry of Construction also requested to strengthen inspection of the management and use of social housing; strictly handle and reclaim apartments in cases of false declaration, illegal transfer or transfer to the wrong subjects.

For investors, provinces must direct strict implementation of procedures for buying and selling social housing according to regulations. Project information must be publicly announced on the enterprise's information page and sent to the Department of Construction and the People's Committee at the commune level to be posted on the local official information channels.

In case of direct application submission, the investor must arrange multiple reception points, divided by time frame or residential area, with guidance signs and support staff to regulate. If the number of applicants exceeds the reception capacity, there must be a backup plan or extension of the application reception time and public announcement.

The Ministry of Construction encourages the application of digital technology such as receiving documents online, queuing electronically, and distributing documents online to reduce the number of people coming in person.

For the people, the Ministry recommends that people should find information about social housing through official channels such as the website of the Department of Construction, the People's Committee at the commune level or the investor. Only work directly with the investor, do not buy and sell through brokers or trust in diplomatic quotas or internal quotas. Applicants must declare honestly, only submit documents to one project and not ask others to stand in their name for the application.

Crowded all night to queue up to buy social housing

The situation of people gathering in large numbers, jostling, fighting for a place in line, or queuing overnight to "reserve a spot" has appeared at a number of social housing projects in recent times. The project at CT3 plot - Kim Chung new urban area, Dong Anh commune, Hanoi, has become the center of this jostling.

At the CT3 project, many people agreed to line up very early. Ms. TTL, 36 years old, agreed to line up from 3am on November 19 because she was afraid of being late for the application submission date, after hearing that her colleagues had lined up from 5am on the first day (November 17) but before that, there were already more than 300 people waiting.

The reason why the CT3 Kim Chung project is causing a stir is because it is one of the rare social housing projects in Hanoi with an opening price of less than 20 million VND/m2. The specific selling price of this project is 18.4 million VND per square meter (including VAT and maintenance fee). With this price, buyers only need to pay from 916 million VND to 1.2 billion VND for an apartment with an area of ​​50 - 64 m2. Although the project has a total of 1,104 apartments (of which 589 are for sale), after only two days of opening for sale, the investor recorded nearly 2,500 people clicking the button and receiving an appointment to submit their application, showing the big difference between supply and actual demand.

The Management Board of the CT3 Kim Chung Social Housing Project said that the jostling and queuing situation appeared on the first day (November 17) because many people lined up 20 hours before the opening time to receive registration documents. This unit quickly sorted out the procedures and announced that it would not recognize any list prepared by the people themselves, helping the jostling situation to significantly reduce from the second day.
