BTO - This morning, October 26th, continuing the 8th session, the National Assembly worked in groups to discuss the following topics: evaluating the results of the implementation of the socio-economic development plan for 2024; the projected socio-economic development plan for 2025; the situation regarding the implementation of the Constitution; the implementation of laws and resolutions of the National Assembly, ordinances and resolutions of the Standing Committee of the National Assembly; the situation regarding the implementation of the state budget in 2024, the state budget estimates, and the central budget allocation plan for 2025...

Resolutely remove the " bottlenecks ".

During the discussion on evaluating the results of the 2024 socio-economic development plan and the projected socio-economic development plan for 2025, National Assembly Deputy Bo Thi Xuan Linh from Binh Thuan province highly appreciated the leadership of the Party, State, and National Assembly, along with the strong determination of ministries, sectors, and localities; especially the support and agreement of all strata of the people, thanks to which 14 out of 15 targets were achieved and exceeded the set plan. In addition, Deputy Bo Thi Xuan Linh also highly appreciated the leadership and guidance of the Party, State, and Government during the recent Typhoon No. 3. Specifically, Binh Thuan province, with the decisive and timely involvement of the entire political system and the joint support of the people, organized visits and encouraged people in the northern provinces to quickly overcome the consequences and stabilize their lives.

On the other hand, through interactions with voters, the people expressed their agreement with and support for the Government's emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide by 2025." The movement to eliminate temporary and dilapidated houses, when completed by 2025, is a policy that resonates with the people. Simultaneously, the multidimensional poverty rate nationwide has gradually decreased, now standing at nearly 2%, demonstrating that the poor have benefited from government policies. The fight against corruption and negative practices, from the central to local levels, has been implemented decisively and dealt with strictly... However, the implementation of the 2024 socio-economic development plan still faces some limitations. For example, the disbursement of public investment capital only reached 47.29%, lower than the 51.38% achieved in the same period of 2023. Land management and environmental resource management still face many obstacles and difficulties. The shortage of medical equipment and teaching and learning equipment in schools remains a significant problem due to bidding issues...

To effectively implement the socio-economic development plan for 2025, delegate Bo Thi Xuan Linh proposed that the Government continue to direct ministries, sectors, and localities to take more decisive measures to overcome difficulties and bottlenecks in order to accelerate the disbursement of investment capital. She also requested that the Government adjust and supplement the content of the expenditure levels for management, inspection, and acceptance of forest protection in Circular No. 55/2023/TT-BTC dated August 15, 2023, of the Ministry of Finance, which regulates the management, use, and settlement of recurrent expenditure from the state budget for the implementation of national target programs in the 2021-2025 period. Furthermore, the delegate also requested that the Government strengthen its direction of administrative procedure reform in bidding. Regarding the implementation of national target programs, the Government should have fundamental solutions to address land shortages and land clearance issues during project implementation.

Continue to pay attention to the work of lawmaking.

Commenting on the legislative work, National Assembly Deputy Tran Hong Nguyen from Binh Thuan province highly appreciated the achievements in legislative work in 2024. In particular, the Government has paid close attention to organizing specialized legislative sessions; the timely promulgation of legal documents has contributed to resolving difficulties and creating favorable conditions for socio-economic development; the proposed legislative projects are of higher quality and closely adhere to the guidelines and policies of the Central Committee and the Politburo. However, alongside the achievements, Representative Tran Hong Nguyen expressed his hope that in the future, the Government should continue to pay special attention to the work of lawmaking. Project dossiers and drafts submitted to the Standing Committee of the National Assembly and the National Assembly need to be completed within the stipulated timeframe so that the reviewing agencies have more time to conduct thorough research. Furthermore, the overlap in lawmaking in the following year is low; many projects are added close to the session; and the number of unissued or delayed documents is higher than in 2023. Therefore, the representative suggested that the Government needs better solutions to adapt to the spirit of new lawmaking. On the other hand, the issuance of legal documents related to the 2024 Land Law in some localities is still slow, confusing, and problematic. The representative suggested that the Government and the Ministry of Natural Resources and Environment provide specific guidance or transfer this content to the central government for issuance, which would be more appropriate.

Regarding the implementation of the 2024 Land Law, many tasks previously handled by the Land Registration Office Branch have now been transferred to the Department of Natural Resources and Environment, leading to a 30-40% increase in workload. However, the number of civil servants in the Department of Natural Resources and Environment is insufficient. Therefore, through interactions with constituents, localities have requested additional staffing for the district-level Department of Natural Resources and Environment and the upgrading of equipment to support their work. Regarding the completion of organizational restructuring, delegates requested the Government to pay attention to and expedite the process of reorganizing administrative units in 2024, so that agencies can operate stably in 2025...
