However, in reality, the annual expenditure has not been as expected. Many delegates believe that in order to develop science, technology and innovation, it is necessary to invest in intellectuals participating in scientific research, innovation, technology transfer and application in production and life, environmental protection, contributing to promoting socio -economic development.
