It is necessary to expand the auction of license plates

At the 5th Conference of National Assembly Deputies working full-time, giving comments on the draft Law on Road Traffic Order and Safety, a delegate said that the expansion of vehicle license plate auctions is receiving much attention from the public, stemming from the need of a large number of people who want to have their own license plates. On the other hand, the number of motorbikes and scooters registered every month is very large, if the license plate auctions are expanded to other types of vehicles, it will significantly increase the revenue for the state budget.

Through reports from the Government , comments at the conference as well as from practice, it is shown that the implementation of Resolution No. 73/2022/QH15 dated November 15, 2022 of the National Assembly on auctioning car license plates has brought positive results, proving its effectiveness and feasibility. After 5 months of implementation, the whole country has successfully auctioned 15,185 car license plates online, with a total auction amount of more than 2,000 billion VND and 14,062 car license plates won the auction and were paid by customers with an amount of nearly 1,400 billion VND. The above policy is also agreed and supported by many people.

In order to assess the initial effectiveness of this work, the drafting agency needs to promptly study and evaluate the results of the implementation in the past to expand the auction to include license plates of motorbikes, trucks, passenger cars and motorbikes. Although some opinions are still concerned because there is no impact assessment report, if the expansion is not included in the draft law in time but wait until the end of the pilot implementation period, conduct a summary and report to the National Assembly, then it will be necessary to carry out the procedures for amending and supplementing the new law, causing waste and waste of both time and budget.

Vehicle license plate auction is a new procedure, new regulation, currently in the pilot phase, so the expansion is inevitably difficult and inadequate. However, this is a policy that has been proven correct in practice, bringing satisfaction to the people, so the Government needs to promptly report the results of implementing Resolution No. 73/2022/QH15, focusing on proposing solutions to remove obstacles, further clarifying the feasibility, effectiveness and assessing the impact if it is legalized in order to promptly meet the legitimate needs of the people as well as improve the efficiency of management and use of public assets.

In addition, the draft Law on Road Traffic Order and Safety is a specialized law, which will fully and specifically regulate the contents of vehicle license plate auctions, so it is necessary to create consistency with the regulations on road vehicle management, issuance and revocation of vehicle registration certificates and license plates; at the same time, it must be consistent with the relevant legal system. In particular, there needs to be consistency in the regulations on public asset auctions in the Law amending and supplementing a number of articles of the Law on Asset Auctions, which is being received and revised to be submitted to the 15th National Assembly for consideration and approval at the upcoming 7th session.
