On the afternoon of June 9, the Standing Committee of the Can Tho City Party Committee held a meeting of the City Party Executive Committee to review and give opinions on the draft Project to establish the Can Tho City Party Committee on the basis of merging the Can Tho City Party Committee, the Soc Trang Provincial Party Committee and the Hau Giang Provincial Party Committee; the Project to arrange and streamline the Vietnam Fatherland Front Committee, socio- political organizations, and mass organizations assigned by the Party and the State.
Speaking at the conference, Secretary of the Can Tho City Party Committee Do Thanh Binh said that the conference discussed and approved two very important projects for Can Tho City in the coming time. These are the Project to establish the Can Tho City Party Committee (new) and the Project to arrange and streamline the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned by the Party and State.
The establishment of a new Party Committee is not only an organizational requirement, but also a strong innovation in Party building work, streamlining the organizational apparatus, operating effectively and efficiently, ensuring the comprehensive leadership of the Party corresponding to the newly established administrative unit. The Secretary of the Can Tho City Party Committee requested the Head of the Personnel Team and the Project Manager to continue advising the Standing Committee of the City Party Committee to urge the two provinces of Soc Trang and Hau Giang to quickly send the results in writing for synthesis and reporting to the Central Organizing Committee on June 10.
Accordingly, the Standing Committee of the Can Tho City Party Committee also unanimously approved the key personnel of 32 communes and wards; the plan for the Executive Committee, Standing Committee and positions. At the same time, it requested the Standing Committees of districts to continue directing the completion of the arrangement of departments and offices in communes and wards.
It is expected that on June 18, Can Tho City will announce the end of the Party Committee activities of districts, communes and wards, establish new Party Committees of communes and wards; announce and hand over the decision to the Executive Committee, Standing Committee and leadership positions of new communes and wards. By July 1, 2025, the new communes and wards will officially operate.
The Secretary of the Can Tho City Party Committee also requested the Working Group in charge of facilities to coordinate with communes and wards to urgently and thoroughly inspect facilities, equipment, means and conditions to ensure that new communes and wards operate effectively, while also preparing well for the organization of new commune and ward congresses...
At the conference, 100% of delegates unanimously approved two projects: the Project to establish the Can Tho City Party Committee on the basis of merging the Can Tho City Party Committee, the Soc Trang Provincial Party Committee and the Hau Giang Provincial Party Committee; the Project to arrange and streamline the Vietnam Fatherland Front Committee, socio-political organizations, and mass organizations assigned by the Party and State.
According to the project to establish the new Can Tho City Party Committee, in terms of organizational structure, there are 110 subordinate Party Committees, including 103 commune and ward Party Committees and 7 subordinate Party Committees, with more than 141,000 Party members; there are 5 advisory and support agencies and 2 public service units directly under the City Party Committee.
Regarding personnel, the Party Committee, including the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the City Party Committee, will implement Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo. The total payroll of the 3 provinces after the merger is 63,540, then streamlined according to the 5-year roadmap...
Regarding the Project on streamlining and streamlining the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State (city and grassroots levels), the number of advisory and support departments and units under the Vietnam Fatherland Front Committee and socio-political organizations of the city will be reduced from 19 departments and units to 10 departments and units; initially, the number of deputy heads will remain the same. Socio-political organizations (Trade Unions, Farmers' Association, Women's Association, Ho Chi Minh Communist Youth Union, Veterans' Association) operate according to the Charter of each organization, have their own seals and accounts, ensuring the principle that socio-political organizations operate directly under the Vietnam Fatherland Front, promoting the initiative and creativity of each organization.
For mass organizations assigned tasks by the Party and State, merge and consolidate 16 mass organizations into 11 mass organizations, according to similar task groups.
Regarding the staffing, in the immediate future, the existing staff, civil servants, public employees, and workers of the Vietnam Fatherland Front Committee of the city, socio-political organizations, and mass organizations assigned tasks at the city level by the Party and the State will be used. After the district level ends, the staffing and tasks will be transferred to the commune level. For the commune level, after the reorganization, there will be 32/80 communes/wards, reducing 60% of commune-level administrative units. The new commune-level Fatherland Front agency will have about 8-10 staffing levels.
