Canada is strict on student visas, focusing on solutions to meet domestic labor needs

Canada's Minister of Immigration, Refugees and Citizenship Marc Miller announced new government measures on October 27 to help international students avoid fraud after a recent investigation revealed hundreds of cases involving fake admission letters.

Among the new regulations is that schools accepting international students will have to confirm their offer of admission for each applicant who applies to the Immigration Department for a student visa from 1 December 2023.

The new process is seen as one of the reforms to the international student study abroad program in Canada after police discovered that many agents or representatives of the country's schools had issued about 300 fake admission letters to students from India and some other countries.

In addition, starting next academic year, the Department of Immigration, Refugees and Citizenship will implement a mechanism to “certify” educational institutions based on a set of criteria that has not yet been published, to help speed up the processing of study abroad applications from these “certified” or trusted educational institutions.

According to Minister Miller, reforms to the post-study work program for international students will also be enacted soon to ensure that they meet the needs of the domestic labour market and the immigration goals of the province and the Francophone community.

Incomplete statistics show that international students contribute about CAD 22 billion (about USD 15.8 billion) and 200,000 jobs to the Canadian economy each year. The number of international students granted study permits in Canada has tripled in the past decade, from more than 300,000 in 2013 to nearly 1 million this year.

International students typically pay four times more in tuition than domestic students, and study abroad programs for international students are considered a “golden goose” for Canada’s financially struggling post-secondary education sector. In 2020 alone, Canada lost about CAD 7 billion due to the decline in student arrivals due to the Covid-19 pandemic.

The largest number of students coming to Canada to study are usually concentrated in college because it is less expensive in terms of both time and money than university. College students also have more opportunities to apply for work permits and immigration opportunities will be more open after graduation because the Canadian economy is in great need of skilled, educated and highly skilled workers.
