The heavy rain in the early morning of October 23 caused water to rise in many areas of Ben Cat ward ( Ho Chi Minh City). In some places, the water was more than 2 meters deep, the water flowed rapidly, causing many houses to be isolated, the elderly and children were trapped, unable to leave their homes to safety; the company collapsed, hundreds of workers were trapped and unable to escape from the dangerous place.

In areas such as Group 18, Cau Doi Ward, Ward 5... the water flowed rapidly, some houses were flooded, the water rose nearly 2m high, flowing rapidly causing damage to many properties, people were trapped in their houses and could not escape.


Receiving information and support from local people and authorities, the Fire Prevention and Rescue Police Department, Ho Chi Minh City Police mobilized the Fire Fighting and Rescue Team, KV31 with vehicles and dozens of officers and soldiers to the scene to approach the locations where people were trapped.
In the deeply flooded houses, many elderly and children were soaked because the water had penetrated deep into their houses. The rescue team used life jackets, carried them on their backs, and carried them out of danger. The rescue teams searched each house and used ropes for the elderly, young people, and women to hold on to and move out of the area of fast-flowing water.
At this time it was still raining, although the rescue teams were immersed in the cold water, they still searched each location to ensure that no one was trapped. Local police and security teams were also present to guide and take the rescued people to a safe location.

At Mai Thanh Wood Company Ltd., part of the company's factory collapsed, trapping about 100 workers inside. Rescue teams used life jackets and ropes to move these workers out of the dangerous area. About 100 workers and residents in the area were moved and guided to safety.
Many hours have passed but the water in this area has not receded and is still flowing rapidly. Major Truong Phuong Duy, Deputy Head of the Fire Fighting and Rescue Team, Zone 31, said that the unit, in coordination with Ben Cat Ward Police, local security forces and militia, has safely rescued 127 workers and residents, including many elderly and children.
To ensure the safety of the people, even though they were submerged in water for too long, the officers and soldiers still stayed at dangerous positions, ensuring the evacuation of people inside the trapped areas and ensuring enough troops to respond promptly when unexpected incidents occurred.
