Reporting on some major issues of the draft Law on the Capital (amended), Deputy Head of the Law Committee Nguyen Phuong Thuy said that the draft Law, after being absorbed and revised, has provided much more detailed and specific regulations than the current Law.
Specifically, regarding the position and role of the Capital (Article 2), based on the opinions of National Assembly deputies, the Standing Committee of the Law Committee and representatives of agencies agreed to accept and revise the regulations on the position and role of the Capital in the direction of adding the regulation that the Capital Hanoi "is a centrally-run city, a special-class urban area" to Article 2 of the draft Law to be consistent with the position and role of the Capital, to acknowledge the current reality and to ensure stable implementation of the mechanisms and policies being applied to Hanoi, in accordance with the requirements and practical situation.
Regarding the organization of urban government (Chapter II), the draft Law has been absorbed, revised and further improved with regulations on the model of urban government organization in Hanoi; the organizational structure, tasks and powers of the People's Council and People's Committee of Hanoi City, districts, towns, cities under the City and People's Committees of wards in the direction of demonstrating strong decentralization and delegation of power to Hanoi City, helping the City government to be more proactive in organizing the apparatus and staffing to be able to effectively undertake the very special role and task of being the Capital of Vietnam.
The majority of delegates agreed with the development and promulgation of the draft Law on the Capital (amended), because this is an important law with profound political and social significance to build and develop the Capital, worthy of being the national political and administrative nerve center, a major center of economy, culture, education and training, science and technology, international integration, and highly competitive with the region and the world. However, there are opinions that the designed mechanisms and policies need to demonstrate more clearly the superiority, clarity, and specificity; the decentralization field must be comprehensive but focused, key and ensure feasibility.
Regarding attracting and using talents, some opinions said that the draft Law only stipulates a number of policies to attract input for talents but does not have specific regulations on the mechanism for using and "retaining" talents. Therefore, it is recommended to study and supplement regulations on planning, training, fostering, evaluating, using and appointing talents after they have worked in the system; building a modern, friendly, democratic and healthy competitive working environment and culture; improving conditions and facilities... Thereby, contributing to improving the operational efficiency of the Hanoi City government apparatus.
Concluding the meeting, Chairman of the Club of Former National Assembly Deputies Bui Ngoc Thanh highly appreciated the enthusiastic and responsible opinions of the delegates on the draft Law on the Capital (amended); stating that the Club will fully synthesize and send them to relevant agencies to contribute to perfecting the draft Law with high quality as well as building the Capital to continue to develop rapidly and sustainably.
