Concluding the group of questions on fire prevention and fighting and drug prevention and control, comrade Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the session emphasized: In the past time, the whole province has paid great attention to leadership, direction and administration through directives, resolutions and conclusions of the Party Committee and resolutions of the Provincial People's Council as well as plans of the Provincial People's Committee.

He commended and highly appreciated the great efforts of all levels, sectors, localities, agencies and units, especially the drastic direction and management of the Provincial People's Committee to improve the effectiveness and efficiency of State management, and the functional forces, including the Provincial Police force, have done a good job of advising and implementing the law on fire prevention and fighting, the Central and Provincial directives related to this field, as well as the response of the people and the business community. With such great efforts, in the province, there have been no serious and especially serious fires in the past time, and no human losses.

However, we must not be negligent or lose vigilance in the province, as there is still a great risk of fire and explosion. Currently, fire prevention and fighting work at traditional markets is still very poor; some schools and government offices do not ensure fire safety. The business of renting motels and homestay services... in private homes is growing, especially in Ha Long City; the number of high-rise apartments is increasing... posing a potential risk of fire and explosion.

To continue to improve the effectiveness of fire prevention and fighting in the province in the coming time, the Provincial People's Committee is requested to direct departments, branches, sectors, and local People's Committees to closely follow 5 goals: Resolutely not to let fires and explosions cause serious, especially serious, and fatal consequences due to subjective causes; prevent, repel, and eliminate potential risks of fires and explosions, incidents, and accidents, especially in urban residential areas, high-rise apartments, markets, production and business establishments, karaoke bars, dance clubs, schools, in the coal industry, industrial parks, protective forests, special-use forests, warehouses, etc. Strengthen the responsibility of all levels, sectors, Party committees, local authorities, the coal industry, the forestry industry, the core of which is the specialized force in fire prevention and fighting, rescue and relief work. Maintain fire and explosion safety to stabilize politics , social order and safety, and sustainable socio-economic development. This is a regular, important, daily task at all times and places, related to the people; raising awareness, consciousness, responsibility, knowledge, situation handling skills and people's initiative in fire prevention, prevention and response to incidents and accidents. Each person must be proactive in this work; creating positive changes in fire prevention, fire fighting, rescue and relief work in 2024 and the following years.

To achieve the above 5 goals, the Chairman suggested that it is necessary to continue to thoroughly grasp and implement the viewpoint: People are the center, the subject; put people's safety and lives first and foremost; strengthen fire prevention and fighting, take prevention as the main thing, do a good job of fire prevention to reduce fire fighting work; actively prevent fire - be ready to fight fire - promptly fight fire, strive for each safe house - each safe factory, enterprise, business, safe residential group, neighborhood... Continue to build and expand the voluntary, self-prevention and self-management model in residential areas. Apply well the motto "3 before", "4 on-site"; absolutely must not be negligent, subjective, lose vigilance, take lightly the work of fire prevention, fighting, rescue and relief.

Regarding key tasks and solutions, the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and chair of the meeting requested to focus on seriously, effectively, and substantially implementing the directions of the Secretariat, the National Assembly , the Government, and the Prime Minister on fire prevention and fighting; proactively develop plans to prevent and handle situations if fires and explosions occur...

Departments, branches and localities shall seriously and fully perform their responsibilities in state management of fire prevention and fighting according to the provisions of law. Discipline the heads of local Party committees and authorities if they allow facilities with high risk of fire and explosion to operate without ensuring fire prevention and fighting safety conditions and allow fires to occur with serious consequences due to lack of leadership, direction, inspection, supervision or inadequate implementation of responsibilities within their scope of management for fire prevention, fighting, rescue and relief work.

Conduct a review of fire prevention and fighting infrastructure planning in conjunction with socio -economic development planning, especially planning of water supply and communication networks to meet the requirements of fire prevention, fighting, rescue and relief work. Local authorities must review and thoroughly overcome the situation of people encroaching and illegally constructing works on urban drainage ditches and fire prevention and fighting corridors for rescue and relief when necessary. Encourage organizations and individuals to actively participate in the construction and development of infrastructure and techniques for fire prevention and fighting.

Strengthen communication, propaganda, dissemination, education of laws, knowledge and skills on fire prevention, fighting, rescue and salvage for all classes of people, especially thoroughly applying information technology and digital technology to serve communication, education, dissemination of knowledge and skills; deploy a mass movement for fire prevention, fighting, rescue and salvage.

Regularly and continuously do a good job of basic investigation, update “correct, sufficient, clean, and live” data on households, residential areas, high-rise apartments, locations, production and business establishments, ships, markets, etc. with high risk of fire and explosion to regularly warn and eliminate factors and conditions that cause fire and explosion; inspect and supervise fire prevention and fighting work, etc. Publicize establishments that violate fire prevention and fighting regulations on mass media for people to monitor.

Tighten Discipline, order, improve the effectiveness and efficiency of state management of fire prevention, fire fighting, rescue and salvage; strengthen inspection, examination, supervision, detection and take measures to handle and overcome loopholes, weaknesses and shortcomings in fire prevention and fire fighting; resolutely and drastically prevent, stop and thoroughly handle the causes and conditions leading to fires and explosions in multi-storey houses, multi-apartment houses, individual houses combined with production and business; resolutely not put projects, works and facilities into use but do not ensure safety conditions for fire prevention, fire fighting, rescue and salvage. All fires and explosions must be verified, the causes clarified, based on the nature and extent, the responsibility of collectives and individuals violating the law on fire prevention and fire fighting must be strictly handled.

Pay attention to perfecting and consolidating the fire prevention and fighting force at the grassroots level, the force participating in ensuring security and order at the grassroots level, and the specialized fire prevention and fighting force, ensuring effective and substantive operations; review, supplement, and perfect the mechanism for close coordination and cooperation between the police, military, forest rangers, and other forces in performing fire prevention and rescue tasks; regularly organize training, drills, and practice of plans and situations for handling fire and explosion incidents and rescue among the people.

Strictly carry out appraisal, construction licensing, and business licensing for projects subject to appraisal and approval of fire prevention and fighting designs; thoroughly remedy violations and shortcomings in projects that do not ensure fire prevention and fighting safety.

Regarding drug prevention work , the Provincial Party Secretary stated that Quang Ninh has set a goal of striving to have 4 districts (Co To, Ba Che, Binh Lieu, Dam Ha), 105 communes and wards free of drugs by 2025, meeting the criteria of "drug-free communes, wards and towns"; resolutely eradicate them in all forms: on cyberspace, at the border, offshore, and all types of conditional business. All educational institutions, agencies, enterprises and organizations are free of drugs. The province also continues to persevere, restrain, stop and repel drug crimes and evils, moving towards completely eliminating these evils from the community of Quang Ninh province for the goal of sustainable development, for the happiness of the people, and for the bright future of the young generation. At the same time, resolutely eradicate all lines, points and gathering places for illegal buying, selling, transporting, storing and using of drugs in the country; strictly control drug precursors and addictive substances; strictly control all drug sources from outside into the area, especially on sea borders, land borders, air routes and areas adjacent to neighboring provinces.

Quang Ninh province identifies the viewpoint that drug prevention and control is a heavy task, both urgent and regular, continuous and long-term, requiring perseverance, persistence, high determination and close, synchronous coordination of all levels and sectors in the political system of the whole province; between families, schools and society, with functional forces, the core of which is the police, border guards and customs. Persistently taking the motto of taking prevention as the basis, a long-term strategy with active detection, combating and strictly and promptly handling all regular and urgent violations between destroying the supply source, reducing the demand source, and minimizing the harmful effects of drugs, taking people as the center and the subject; the community, communes, wards and towns are the fortress in drug prevention and control based on a non-traditional security management approach.

Emphasizing some solutions and key tasks on drug prevention, comrade Nguyen Xuan Ky, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said that recently, the Party Executive Committee has determined to put into place a mechanism for regular annual supervision and inspection from the Party cell level for this task. The Provincial People's Council will strengthen thematic supervision and elected representatives from the province to the grassroots must strengthen their grasp of the area, attach responsibility to have a voice in the fight against drug abuse. From there, strive to turn Quang Ninh, which used to be a key area for drugs, leading to the emergence of other types of crimes, into a peaceful commune, ward and town, where people do not lose sleep at night, and people enjoy a peaceful and happy life. And we must be determined to maintain a "drug-free" area, no matter how difficult it is, the entire political system of the province and the police force must strive for this goal.

He also requested the Provincial Police to direct the regular communal police force to closely coordinate with 1,452 security and order protection teams at the grassroots level to do a good job of managing the area closely associated with prevention to create a combined strength for the goal of drug prevention.
