(kontumtv.vn) – Continuing the working program at the 8th Session of the 12th Provincial People's Council, delegates questioned leaders of departments, branches, heads of agencies and units on issues that voters and public opinion are interested in; in which, the content of new rural construction in the province received many questions and debates from delegates of the Provincial People's Council.

Opening the question and answer session was the opinion of delegate Nguyen Xuan Khanh, the delegation of the Provincial People's Council in Ia H'Drai district, reflecting the current situation of many new rural communes not ensuring the maintenance of the quality of the achieved criteria; requesting the Department of Agriculture and Rural Development to clarify the cause of this situation. " Up to now, has there been any case that does not meet the standard level according to the requirements of the National Criteria for New Rural Communes for the period 2021 - 2025 and has had its decision to recognize the commune as meeting new rural standards revoked, requesting clarification? Based on the above actual situation, request the Director of the Department of Agriculture and Rural Development to propose solutions in the coming time to maintain and improve the quality of the criteria according to the new Criteria Set?" , delegate Nguyen Xuan Khanh questioned.

Responding to the question of the Provincial People's Council delegates, Mr. Nguyen Tan Liem, Director of the Department of Agriculture and Rural Development, said that by November 30, 2024, the whole province had 49 communes recognized as meeting new rural standards and out of 36 communes recognized as meeting new rural standards according to the old criteria, 20 communes had not yet maintained 19/19. Currently, no commune in the province is subject to the decision to revoke the recognition of communes meeting new rural standards. Regarding the reason, according to the new criteria set, the number of criteria is still kept at 19 criteria , however, the number of indicators increased from 49 criteria in the old criteria set to 57 criteria in the new criteria set, an increase of 08 criteria; at the same time, most of the indicators in the new criteria set require a higher level of standard achievement, making it very difficult for localities, especially mountainous areas, remote areas, the Central Highlands and Northwestern provinces, including Kon Tum province, to implement.

Regarding the issue of not being able to maintain the quality of new rural criteria in communes that have been recognized as meeting the standards, Mr. Nguyen Trung Hai, Head of the Provincial Party Committee's Propaganda Department, expressed his opinion: " It is absurd that in 2010 and 2012, all of these communes were favorable. Therefore, after we made it favorable and entered the new rural area, these people should have gone to the new rural area. At least they could not be exemplary, but at least they could maintain it. If they are old and fall like this, the people who come after will all fall."

Speaking on this issue, Party Central Committee member, Provincial Party Secretary, Chairman of the Provincial People's Council Duong Van Trang suggested that the following contents need to be clarified: " Is this us chasing after achievements? Previously, we considered recognizing those 19 criteria at that time and now. So this is also mentioned for comrades to study, for the advisory agency to also study, and especially the Provincial People's Committee, the Department of Agriculture and Rural Development in charge of this area."

Faced with the fact that many communes that have met the new rural standards cannot maintain the quality of the criteria, the Department of Agriculture and Rural Development proposed a solution that in the coming time, it is necessary to further strengthen coordination with localities and related units in organizing reviews and assessments of the current status of rural construction to promptly detect limitations and difficulties and advise the Provincial People's Committee on solutions to direct and support implementation; proactively arrange the budget as well as integrate resources from programs and projects being invested in the area to continue supporting and investing in communes that have met the new rural standards./.
