According to the Decree, foreigners working at the Center in the following cases are not required to obtain a work permit:
To perform labor contracts with the Center in managerial, executive, expert and technical positions that Vietnamese workers cannot meet according to the Center's needs.
To carry out labor contracts with organizations and enterprises operating at the Center in managerial, executive, expert and technical positions that Vietnamese workers cannot meet according to production and business needs.
The order, documents and procedures for confirming that foreign workers are not subject to work permit issuance as prescribed above shall be applied according to the provisions of the law on labor, the Law on the Capital and relevant laws.
New regulations on budget preparation, management and use of regular state budget expenditures for repairing and upgrading assets
The Government issued Decree No. 98/2025/ND-CP regulating the preparation of estimates, management, use and settlement of regular state budget expenditures for purchasing, repairing, renovating and upgrading assets and equipment; spending on renting goods and services; repairing, renovating, upgrading, expanding and constructing new construction items in invested and constructed projects and other necessary tasks.
The Decree stipulates that for tasks of purchasing, repairing, renovating, and upgrading assets and equipment with a total estimated cost of less than 45 billion VND/task: The Minister, Head of a ministerial-level agency, a government agency, or other central agency (Minister, Head of a central agency) decides or stipulates the authority to decide and approve the task and estimated cost.
For tasks of purchasing, repairing, renovating, and upgrading assets and equipment with a total estimated cost of implementation from 45 billion VND to less than 240 billion VND/task: The Minister or Head of a central agency decides to approve the task and estimated cost.
For tasks of purchasing, repairing, renovating, and upgrading assets and equipment with a total estimated cost of VND 240 billion/task or more:
In case it is not possible to arrange, allocate or adjust in the assigned medium-term public investment plan, ministries and central agencies shall be fully responsible for determining the necessity, objectives and budget estimates for the tasks of purchasing, repairing, renovating and upgrading assets and equipment using regular expenditure funds, ensuring compliance with legal regulations and in accordance with the principles specified above to send to the Ministry of Finance for synthesis.
Prioritize the development of high-quality human resources for the defense industrial complex.
The Government issued Decree No. 99/2025/ND-CP detailing a number of articles of the Law on Defense Industry, Security and Industrial Mobilization; which clearly stipulates the State's policies towards the defense industry complex.
The Decree stipulates that the Ministry of National Defense shall promulgate a strategy for the development of the defense industrial complex; assign tasks and long-term plans for defense production and manage the implementation of functions and tasks of the defense industrial complex through the core of the defense industrial complex.
Promote joint ventures and associations between components of the defense industrial complex: Issue technical and tactical standards and regulations in the military field for products of the defense industrial complex; Ministries and branches, according to their management functions, are responsible for supporting the provision of databases of enterprises to build the defense industrial complex; create conditions for components of the defense industrial complex to participate in military trade promotion programs, training programs, domestic and foreign survey programs related to groups and specialties of weapons and technical equipment products of the defense industrial complex.
The Ministry of National Defense prioritizes allocating funds to implement domestic and foreign training and development programs to develop high-quality human resources for the defense industry complex, especially human resources serving the research and development of weapons and technical equipment of strategic significance.
New regulations on the development mechanism of gas-fired thermal power projects
The Government issued Decree No. 100/2025/ND-CP dated May 8, 2025 amending and supplementing Decree No. 56/2025/ND-CP dated March 3, 2025 detailing a number of articles of the Electricity Law on electricity development planning, power supply network development plans, investment in electricity project construction and bidding to select investors in electricity business projects.
In particular, Decree No. 100/2025/ND-CP amends and supplements Clause 3 and Clause 4, Article 15 of Decree No. 56/2025/ND-CP on the mechanism for developing gas-fired thermal power projects.
According to regulations, gas-fired thermal power projects using domestically exploited natural gas are operated and mobilized at the maximum level according to gas supply capacity, meeting the binding requirements on fuel, capacity and available power generation output of gas-fired thermal power projects, and the needs and technical constraints of the national power system;
The above regulation applies to gas-fired thermal power projects for which the competent state agency has issued a written notice approving the results of the investor's acceptance of the project completion and has begun operating to generate electricity using domestically exploited natural gas before January 1, 2036. The application of the above mechanism shall continue to be applied until the time the gas-fired thermal power plant no longer uses domestically exploited natural gas for electricity generation.
In case the ability to supply domestically exploited natural gas cannot meet the electricity generation demand of the gas-fired thermal power plant project, the Electricity Seller and the Electricity Buyer shall negotiate and agree on the fuel usage plan and electricity price in the electricity purchase contract according to current regulations.
Establishment of Binh Duong Concentrated Information Technology Park
Deputy Prime Minister Nguyen Chi Dung signed Decision No. 890/QD-TTg dated May 9, 2025 to establish Binh Duong Concentrated Information Technology Park.
Binh Duong Concentrated Information Technology Park has an area of 15.47 hectares, located in Binh Duong Industrial - Service - Urban Complex in Hoa Phu ward, Thu Dau Mot city, Binh Duong province.
Binh Duong Concentrated Information Technology Park performs the functions and tasks of the concentrated information technology park as prescribed in Article 4 of Decree No. 154/2013/ND-CP dated November 8, 2013 of the Government.
