On the afternoon of May 20, Da Nang City organized a scientific seminar on "Tasks and solutions for developing high-quality human resources to meet the requirements of city development in the new era".
Speaking at the seminar, Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City affirmed the key role of science, technology, innovation and digital transformation in the city's sustainable development strategy.
"Da Nang has achieved many achievements in digital transformation, innovation and building a startup ecosystem, but still faces challenges in balancing industries, training links and talent attraction policies. Developing high-quality human resources is no longer an option, but an urgent task, a fundamental driving force for the City to develop rapidly, sustainably, with its own identity, adapting to the trend of globalization and green transformation, digital transformation", Mr. Le Trung Chinh acknowledged.
Suggesting strategies for Da Nang, Professor Tran Van Tho (Waseda University, Japan) stated that Vietnam is approaching the threshold of upper middle income but still faces the challenge of low labor productivity due to industrialization focusing on processing and a weak private sector. In this context, transforming the development model, promoting supporting industries, improving business capacity and training high-quality human resources are key factors for sustainable growth.
"Similar to the case of Hefei City (China), a locality that has grown strongly thanks to modern infrastructure, strong leadership and an effective public-private partnership model, Da Nang needs to build an outstanding hard and soft infrastructure system, a professional workforce, an attractive living environment and culture to attract global corporations," Professor Tran Van Tho suggested.
He advised the leaders of Da Nang City to proactively approach and work directly with potential businesses to improve the investment environment, even consider the state-enterprise capital contribution model in specific cases to create momentum for breakthrough development.

According to Dr. Nguyen Quan, Chairman of the Vietnam Automation Association, former Minister of Science and Technology , Da Nang City has made many efforts in developing science and technology (S&T), making important contributions to the socio-economic development of the Central region. However, facing new opportunities opened up by Resolution 57, he said that Da Nang needs to transform more strongly, taking advantage of digital technology platforms to make a breakthrough.
One of the current major bottlenecks, according to Mr. Nguyen Quan, is the stagnation in the science and technology management system, the lack of a specific financial mechanism and the lack of legal uniformity related to investment in research and development (R&D). Therefore, to effectively disburse additional capital in 2025, the City needs to soon identify and invest in developing key technology products in line with the national strategy, such as semiconductor chips, industrial robots, AI platforms, data centers, 5G, 6G, etc.
Dr. Nguyen Quan believes that Da Nang can be a pioneer in piloting the establishment of a venture capital fund with state capital, combined with calling for social capital, to support innovative startups and commercialize research results. If this model is successful, it will be an important premise for proposing amendments to the budget law and tax law, perfecting the legal framework for venture capital funds - a key lever for the national innovation ecosystem.
According to Associate Professor Dr. Nguyen Ngoc Vu, Director of Da Nang University, the city needs to properly assess the advantages of a "University City". Da Nang is among the few localities with many universities (about 20 universities and university training facilities), with a large student population (about over 100,000 students). If calculated by student size, Da Nang has a ratio of nearly 800 students per 10,000 people, among the top in the country, almost equal to Hanoi and Ho Chi Minh City.
From there, Associate Professor Dr. Nguyen Ngoc Vu said that the City needs to build a systematic strategy for training high-quality human resources for the industries and fields that the city needs to invest in. The City also needs to prioritize investment in building a number of laboratories and shared research centers in the fields that the city is in need of (such as semiconductors, artificial intelligence, financial technology, digital technology, etc.) so that Da Nang becomes a "Hub" like Singapore to attract experts and scientists in the city, domestically and internationally.
