Deputy Minister of Justice Nguyen Thanh Tu said that regarding the division of authority, there are 34 tasks and authorities related to the People's Committee at the district level. The Ministry of Justice proposed transferring 29 tasks and authorities from the district level to the commune level and 5 tasks and authorities from the district level to the province level.
Regarding decentralization, there are 68 tasks and authorities proposed by the Ministry of Justice to be decentralized. Regarding administrative procedures (AP), the Ministry of Justice is currently implementing 64 APs.
Through review, there are 6 administrative procedures (registration of secured transactions) that are single-line procedures, have been implemented in full, regardless of administrative boundaries; 3 administrative procedures in the field of state compensation have been implemented at the central and local levels. Therefore, according to the proposal of the Ministry of Justice, these 9 administrative procedures do not need to be decentralized. Accordingly, the number of administrative procedures that need to be reviewed for decentralization is 55. The Ministry of Justice proposes to decentralize 39 administrative procedures, reaching a rate of 70%. For the remaining 16 administrative procedures, the Ministry of Justice proposes to keep them unchanged.
According to Mr. Nguyen Thanh Tu, in the process of developing the two above-mentioned decrees, the Ministry of Justice has integrated the implementation of requirements and plans to simplify administrative procedures in the management field of the Ministry of Justice that have been requested and approved by the Government and the Prime Minister .

At the meeting, representatives of ministries and branches discussed and clarified the contents of how to design regulations related to administrative procedures in the decree; the organization of the implementation of the decree after its promulgation, clarifying which tasks and authorities need to be decentralized, the division of authority between provincial and communal levels, etc.
Agreeing with the opinions, Deputy Prime Minister Le Thanh Long noted that the Ministry of Justice must review all tasks and duties. It is necessary to clearly explain what should be decentralized, what should be retained, and calculate the capacity to perform tasks and the authority of localities when decentralized. The implementation provisions must be clear and easy to understand so that subordinates can easily implement them.

The Deputy Prime Minister also noted to ensure clear distinction between the general authority of the People's Committee and the specific authority of the Chairman of the Provincial People's Committee, in order to promote the role and responsibility of the head.
The Ministry of Justice needs to review more tasks assigned from Government resolutions and Prime Minister's decisions to avoid missing work.
When decentralizing and defining authority, it is necessary to specify the accompanying procedures.
