Basically agree on the content of the Draft Resolution on investment in expanding Phu Quoc International Airport

Organizing the APEC 2027 Summit Week in Phu Quoc city, Kien Giang province is an important national political task, closely linked to the sustainable development goals of Phu Quoc, affirming the position of Vietnam and Phu Quoc in the international arena.

Recently, on May 16, the Government Party Committee issued Official Dispatch No. 209-CV/DU on mechanisms and policies for projects. The Prime Minister also issued Decision No. 948/QD-TTg dated May 17, 2025 assigning the People's Committee of Kien Giang province to prepare infrastructure conditions to successfully organize the APEC 2027 Conference, along with 6 mechanisms and policies to accelerate the implementation progress.

The Ministry of Finance has closely coordinated with ministries, branches and the People's Committee of Kien Giang province to complete the draft and submit to the Government for promulgation the Resolution on investment in expanding Phu Quoc International Airport. The Resolution includes 4 main contents:

Firstly, agree on the investment policy to expand Phu Quoc International Airport to serve APEC 2027 according to the investment form prescribed in the Investment Law (not applying the PPP form).

Second, decentralize the authority to decide or approve investment policies and adjust investment policies to the People's Committee of Kien Giang province, following the same procedures as projects under the authority of the provincial People's Committee. This authority belongs to the Prime Minister as prescribed in Article 31 of the Investment Law, however, the Government issues a Resolution to adjust the decentralization to the province as prescribed in Clause 2, Article 8 and Clause 2, Article 32 of the Law on Organization of the Government.

Third, regulate the transfer of airport infrastructure assets from the Ministry of Construction to the People's Committee of Kien Giang province.

Fourth, propose a specific mechanism to shorten the project implementation time, ensuring completion before October 2027.

At the meeting, delegates highly agreed on the necessity of issuing the Resolution and basically agreed with the 4 contents in the Draft.

Representatives of the leaders of the ministries and agencies: Finance, Justice, Construction, Public Security, Agriculture and Environment, the Government Office and the People's Committee of Kien Giang province also discussed: Decentralization or authorization to the Provincial People's Committee to decide or approve investment policies, adjust investment policies, according to the order and procedures as projects under the authority of the Provincial People's Committee; proposed decentralization to the Provincial People's Committee to organize the appraisal, decide to approve the results of the appraisal of the environmental impact assessment report for the Project; The scope and area of ​​transfer should be clarified in the Resolution or just stated in the main principles; the next steps to approve investment policies, decide on investment, select investors and transfer assets from ACV to investors;...

Appreciating the ministries, branches and localities for actively and urgently implementing many tasks at the same time, Deputy Prime Minister Nguyen Chi Dung agreed to the policy of expanding Phu Quoc International Airport to serve APEC 2027 in the form of investment; decentralizing or authorizing the Provincial People's Committee to decide or approve the investment policy, adjust the investment policy, according to the order and procedures. In addition, decentralizing the province to assess environmental impacts, fire prevention and fighting with the guidance and supervision of relevant ministries such as Agriculture and Environment, Public Security.

Along with that, the People's Committee of Kien Giang province must carry out its tasks with a high sense of responsibility, actively and without any mistakes or violations.

With the goal of ensuring progress and leaving a unique and lasting mark, becoming a worthy and prestigious destination, the Deputy Prime Minister proposed creating the best conditions to mobilize all resources to implement the project.

Based on the meeting results, the Government Office will seek opinions from Government members to promptly submit to the Prime Minister for consideration and issuance of a Resolution./.
