Specifically, 3 new administrative procedures issued in the field of national defense and security education under the management scope of the Ministry of National Defense include:

1- Procedures for establishing a national defense and security education center

2- Procedures for reorganizing national defense and security education centers

3- Procedures for dissolving national defense and security education centers

Procedures for establishing a national defense and security education center

Implementation sequence:

- Step 1:

+ Case 1: Military schools whose planning for the system of national defense and security education centers for the 2021-2030 period, with a vision to 2045 in Decision No. 1573/QD-TTg dated December 5, 2023, send a dossier requesting the establishment of a center to the Department of Militia and Self-Defense/General Staff (Standing Agency of the Central Council for National Defense and Security Education).

+ Case 2: Colleges and universities whose planning for the system of national defense and security education centers for the 2021-2030 period, with a vision to 2045 in Decision No. 1573/QD-TTg dated December 5, 2023, shall send a dossier requesting the establishment of a center to the Department of National Defense and Security Education/Ministry of Education and Training.

- Step 2: Within 30 working days from the date of receiving the complete dossier requesting the appraisal of the establishment of the center, the appraisal authority shall coordinate with the Ministry of National Defense, relevant ministries, branches and localities planned for the center to appraise the dossier requesting the establishment of the center and send a written notice of the appraisal results to the agency or organization requesting the appraisal.

- Step 3: Within 25 working days from the date of notification of the results of the assessment of eligibility to establish a center, the competent authority shall issue a decision to establish the center.

Components and number of documents:

- Profile components:

+ Proposal for establishment of the center, including the following contents: Necessity; legal basis; project development process; main content of the project; issues with different opinions and related issues, signed and stamped by the head of the agency or organization proposing the establishment, submitted to the agency or person with authority to decide on the establishment;

+ Project to establish the center, including the following contents: Necessity and legal basis; objectives, scope of operation; type, name; location, functions, tasks, powers, organizational structure; operating mechanism; report explaining the fulfillment of criteria and conditions for establishment; expected personnel; implementation plan and roadmap for implementation; recommendations of the agency or organization developing the project to establish the center (if any); diagram, map of the planning orientation for construction and development of the center (scale 1: 2,000) approved by competent authorities;

+ Draft document of the agency or person with authority deciding to establish the center; draft regulations on organization and operation of the center;

+ A copy of the written opinions of relevant agencies and organizations on the establishment of the center;

+ Report of the agency or organization proposing the establishment on receiving and explaining opinions of relevant agencies and organizations.

- Number of files: 04 sets.

Processing time: Within 55 working days from the date of receipt of valid documents.

Subjects performing administrative procedures: Colleges, universities, military schools planned as centers for national defense and security education.

Administrative procedure performing agency:

- The competent authority to decide on the establishment of a national defense and security education center includes: Ministry of National Defense, Ministry of Education and Training.

- Agency directly performing administrative procedures:

+ School in the Army: Department of Militia and Self-Defense/General Staff.

+ Colleges and universities: Department of National Defense and Security Education/Ministry of Education and Training.

- Coordinating agencies: Other relevant agencies and units.

Results of administrative procedure implementation: Decision to establish a center for national defense and security education.

Requirements and conditions for performing administrative procedures:

- The school was approved by the Prime Minister for planning to be included in the system of national defense and security education centers;

- Have enough land area to build and develop the center to meet the approved training scale of national defense and security education subjects;

- Have a project to plan and develop the center to ensure enough lecture halls, specialized classrooms, dining halls, housing, and common living areas for students according to current national standards, meeting the scale of student training according to the planning approved by competent authorities; have a plan to build and arrange enough training grounds and training grounds according to the subject program (ensuring individual tactical training, shooting, grenade throwing, and team command training) according to the form prescribed by the Ministry of National Defense;

- Have a plan to arrange staff and lecturers for training and development, ensuring that there are enough permanent lecturers with the standard qualifications according to the provisions of the law on national defense and security education to teach 60 to 70% of the content in the subject program; ensure enough management staff to perform the tasks of operating and managing students according to the planned training scale.

This Decision comes into force from June 3, 2025.
