Spending nearly 20 billion VND to order research on artificial intelligence

A series of research topics on artificial intelligence for practical applications such as an integrated system to prevent facial forgery, a speaker recognition system in smart devices, etc. have just been ordered by the Ministry of Education and Training with a budget of nearly 20 billion VND.

The Ministry of Education and Training has just approved a list of 21 topics and 1 science and technology management task to implement the ministerial-level science and technology program "Research and development of some technologies and artificial intelligence products at the edge (Edge AI) to serve innovation and digital transformation", to be implemented from 2025.

These topics are assigned to the Director of Hanoi University of Science and Technology to select organizations and individuals to preside over implementation according to regulations in circulars issued on management of ministerial-level science and technology programs/topics of the Ministry of Education and Training.

Accordingly, each topic has specific requirements regarding general objectives, specific objectives, scientific products, training products, applied products or other intellectual properties.

With the topic “Face matching system integrated with anti-spoofing ability”, the Ministry requires this research to propose a face recognition method with anti-spoofing ability. After building and perfecting the method, the system will be deployed on edge devices to evaluate its effectiveness through practical tests.

The topic "1:N fingerprint matching system applied in smart devices" requires research and development of an optimal 1:N fingerprint recognition method for edge devices, ensuring high accuracy speed, reducing computational costs and model capacity, and integrating anti-forgery attack mechanisms.

The topic "Speaker recognition system applied in smart devices" researches and develops a small-sized speaker recognition system with anti-voice imitation capability suitable for mobile devices and IoT, but still ensures good accuracy.

The project "Research and development of an intelligent system to prevent drone activities" builds and develops a comprehensive, highly automated intelligent system capable of detecting, classifying and preventing illegal drones in real time on the platform of embedded computer systems.

The system will combine advanced technologies such as radar, RF signals, optical/thermal cameras and AI to ensure high accuracy, minimize false alarms and adapt to complex environments such as urban areas, borders or critical infrastructure.

A topic related to learners is “Students’ concentration monitoring and enhancement system”. The goal is to develop a student’s concentration monitoring and enhancement system that applies advanced biomedical technology such as brain waves, supporting students to self-regulate, self-monitor and improve their performance and learning outcomes.

All studies are required to have scientific articles published in international journals in the WoS category, scientific articles published in international conference proceedings (with ISBN code, in the Scopus category), articles published in domestic scientific journals, in the category that the State Council of Professors Titles calculates from 0.5 points or higher.

Most topics must have a training product of at least one master's degree successfully defending a thesis in the research direction of the topic.

Of the 22 topics, 11 topics required by the Ministry of Education and Training to have an invention/utility solution have valid application acceptance.

The total budget for implementing 22 projects is 19.8 billion VND. Of which, one project has the highest budget of 1.7 billion VND (Research and development of a system of stations and receivers to ensure satellite positioning security for smart monitoring and warning), one project is 1.62 billion VND (Research, development, application of large language models and speech recognition deployed on edge computing devices). The remaining budget is from 300-920 million VND/project.
