Chi Linh City has a high proportion of female cadres holding many important positions in the Party and government apparatus. According to the Chi Linh City Party Committee's Organizing Committee, the proportion of female cadres participating in Party committees at all levels and in key leadership positions has increased gradually over each term. Specifically, in the 2020-2025 term, the proportion of women participating in the City Party Committee's Executive Committee accounts for more than 31.7%, an increase of 10.6% compared to the 2015-2020 term; female cadres participating in the Standing Committee of the City Party Committee account for 23.1%, an increase of 15.4%. At the grassroots level, the proportion of female cadres participating in the Party Committee's Executive Committee is 23.2%, an increase of 6.2%.
Female delegates participating in the City People's Council are 11/35, reaching 31.4%, an increase of 3.2% compared to the previous term. Female delegates participating in the People's Councils of communes and wards are 108/411, reaching 26.2%, an increase of 4.5%.
Comrade Cao Thi Hang, President of the Women's Union of Chi Linh City, said that this is an opportunity for women to affirm their role and position. In order to give women the opportunity to participate in important apparatus of the union as well as the Party Committee and local authorities, in recent times, Chi Linh City has focused on training, fostering, and arranging for female cadres to access many positions, thereby practicing and increasingly maturing.
In the 2021-2026 term, the Executive Committee of the City Women's Union has 100% of its members with university degrees and intermediate political theory degrees or higher. Women under 40 years old in the Executive Committee of the City Women's Union account for 56%. At the grassroots level, key positions such as the President and Vice President of the Union are advised to select people with higher qualifications than the requirements for female cadres in the entire province. In particular, the position of Vice President of the Women's Union requires new personnel to have a university degree. This requirement is higher than that of the province and the whole country, which only requires high school degrees or higher.
To create a source of female cadres, Chi Linh City has proactively linked the planning of cadres and leaders at all levels with training, fostering, and rotation to meet the standards of each position. Practical training has helped women become more mature and ready to participate in important positions in the city's agencies and units. Since the beginning of the term, the city has rotated cadres who are Party committee members, heads and deputy heads of departments to hold one of the three key positions of communes and wards, in which the proportion of women accounts for 43.7%.
According to Ms. Nguyen Thi Hoe, President of the Women's Union of Hoang Hoa Tham Commune, Chi Linh women are given opportunities to practice and affirm their roles and abilities at all times and in all places. Women have experienced different positions and are knowledgeable about the work, so when given the opportunity to become leaders and managers, they do not hesitate to take on and contribute.
Affirming the role
Transferred from the Chairman of the Chi Linh City Fatherland Front Committee to the position of Secretary of the Co Thanh Ward Party Committee since June 2021, Ms. Vu Thi Hien is known as the "female general" of the locality. She has helped Co Thanh solve many difficult tasks. Ms. Hien said that in order to become more mature, female cadres need to be trained and experience challenges at the grassroots level. After 3 years working in Co Thanh Ward, Ms. Hien has been exposed to a broader range of issues than in her old position, from politics, economics to culture, society, national defense, security, etc. "When my vision and knowledge of all aspects of life are broadened, I can boldly advise the City Party Committee on policies for socio -economic development in the locality," Ms. Hien said.
Realizing that the role and capacity of women are increasingly being enhanced, as soon as she came to work in Co Thanh, Ms. Hien paid attention to training women so that they could take on many important positions in the locality. Ms. Hien added that currently in Co Thanh, up to 2/3 of the cadres and civil servants are women.
Although she was recently transferred from the Deputy Director of the Chi Linh City Political Center to the position of Chairwoman of the Chi Minh Ward People's Committee, Ms. Nguyen Thi Hoa is a female cadre who is trusted and supported by her colleagues and the people. Ms. Hoa said that when given the opportunity, women will overcome difficulties to complete their tasks. Women holding leadership positions will face more difficulties than men because they have to fulfill their role as family keeper and fulfill their duties at work. Therefore, when participating in the Party Committee and government, women must overcome difficulties to assert their role.
To promote their capacity and affirm their position, each female cadre of the city always strives to improve themselves, have good knowledge, culture, life skills, be ready to face pressure and overcome all difficulties and challenges; be dynamic, creative, and eliminate gender prejudices to maintain their prestige with colleagues and the people.
To help female cadres develop, in recent times, Chi Linh City has also done a good job in consulting and training. In the period 2015-2023, the city has trained and developed more than 3,000 people, including nearly 2,000 female cadres (accounting for nearly 70%).
Comrade Nguyen Ho Ngoc, Head of the Chi Linh City Party Committee's Organization Board, affirmed that the Party and State always pay special attention to the work of female cadres. This is not only reflected in resolutions but also specified in legal documents. In the coming time, Chi Linh City will continue to research to have a policy to effectively develop female cadres, promoting their full potential. The city combines the work of planning and training female cadres with the implementation of synchronous policies and measures on training, fostering, arranging and promoting female cadres in suitable positions, thereby promoting the effectiveness of training and using female cadres in the Party Committee, government and elected agencies in Chi Linh City.
