Entering a new era of national development, administrative procedure reform is no longer merely a task, but has become a key "lever" to enhance the effectiveness of state management and promote socio-economic development. From shortening processing times and simplifying procedures to accelerating the digitalization of public services, innovations in administrative reform have directly impacted the investment and business environment, as well as the level of satisfaction of citizens and businesses in the area.

Vice Chairman of the Provincial People's Committee Nguyen Khac Hieu inspected the process of receiving and handling administrative procedures for citizens at the Dao Tru Commune Public Administrative Service Center.

Dao Tru commune, with over 87% of its population being ethnic San Diu people, was once considered a "backward area" in terms of digital technology access. Implementing online administrative procedures was not easy, especially for the elderly and those with limited access to smart devices. Instead of waiting for people to "adapt on their own," the local government proactively changed its approach. The commune's Public Administrative Service Center established a community digital technology team, directly visiting each village to guide residents in submitting online applications, searching for procedures, and using public services.

It was this closeness and perseverance that helped increase the percentage of online applications submitted by the commune from under 60% to 81% within just 3 months after the merger. Notably, each application was not only processed faster but also publicly evaluated based on the level of satisfaction of the people. Administrative reform is therefore no longer just a slogan or a reported figure, but is "measured" by the actual feelings of the people. Ms. Nguyen Thi Lan, a resident of Dao Tru commune, shared: "Since the operation of the two-tiered local government, traveling and completing procedures has become more convenient and easier."

According to observations, administrative reform is truly effective when there is a change in mindset, responsibility, and service attitude of grassroots officials. In Binh Tuyen commune, instead of leaving people struggling with lengthy and difficult-to-understand legal documents, the commune's Public Administrative Service Center has developed concise and easy-to-remember Q&A bulletins on land procedures, civil registration, justice, etc., which are regularly broadcast through the public address system. The commune People's Committee has deployed mobile loudspeaker vehicles to deliver information on administrative reform to villages and hamlets, especially to those with limited access to digital technology.

This approach demonstrates a proactive approach by the government, not waiting for citizens to ask, but actively providing information. When people understand what they need to do and how to do it, administrative procedures cease to be obstacles and become tools for development. Not only do officials and civil servants in many localities throughout the province fulfill their responsibilities and duties correctly, but they also prioritize work efficiency and public satisfaction. Continuous dissemination of information, dedicated guidance, and support for vulnerable groups are considered responsibilities, not "extra tasks."

According to Mr. Nguyen Huy Hung, Director of the Public Administrative Service Center of Binh Tuyen Commune, in addition to regular public awareness campaigns, officials also directly guide and support citizens from the very beginning, ensuring smooth problem-solving. It is precisely these small but practical innovations that have strengthened the people's trust in the government apparatus.

A clear example of the spirit of innovation is the reorganization of the administrative unit towards a streamlined and efficient structure. Immediately after the merger, the Party Committee of Vinh Yen ward clearly defined its goal: to shift strongly from a "management government" to a "service government," ensuring that all citizens' affairs are not interrupted even for a single day. The administrative apparatus was streamlined to clearly define roles, tasks, and responsibilities. As a result, since the merger, more than 13,000 administrative dossiers have been received and processed, with nearly 100% completed on time or ahead of schedule. These figures speak volumes about the determination of the staff in this new phase.

Administrative reforms at the grassroots level are gradually shifting from a management-oriented mindset to a service-oriented one, aiming to build a government that is close to the people and for the people.

When the government truly serves the people, is close to the people, and understands the people, all policies and resolutions are effectively implemented. As shared by residents of Vinh Yen ward, all activities of the local government are geared towards serving the people, creating high levels of consensus in society. This consensus is a crucial resource, contributing to opening up new development opportunities for the locality.

Experience from localities throughout the province shows that: Substantive administrative reform, a change in the service mindset of officials, and the trust of the people are the keys to unlocking the door to sustainable development for the ancestral land in the future.
