According to initial information, at around 20:40 on May 25, Ha Tinh Maritime Port Authority received a distress call from the ship Cong Thanh 07 (registration number: TB-2668) carrying coal, traveling from Quang Ninh to Quang Binh, experiencing an accident with the ship tilting, water entering the ship at position: 18°06′53'' N; 106°30′30'' E and showing a tendency to continue to tilt. The captain requested rescue.
At 9:30 p.m. the same day, Ha Tinh Maritime Port Authority received a distress report from the ship. The captain informed that the crew members had put on life jackets and left the ship. The ship then sank.
At the time of the accident, the ship was in the waters of Ha Tinh, about 6-7 nautical miles from Vung Ang - Son Duong port (Ky Loi commune, Ky Anh town, Ha Tinh province).
According to initial information, the Cong Thanh 07 ship has a tonnage of 5,126.5 tons. Before sinking, there were 11 crew members on board, with cargo of more than 4,932 tons of coal.

Weather conditions in the area: waves over 2m high, wind level 6-7, rough sea.
One crew member has been rescued, the remaining 10 crew members are still missing.
The amount of DO oil on board was about 30 tons and the amount of lubricating oil was unknown (according to the declaration of the rescued crew, it is unclear whether the oil valve was locked or not).

Upon receiving the information, Ha Tinh Maritime Port Authority coordinated with the Border Guard Command of Vung Ang - Son Duong Port (Ha Tinh Provincial Border Guard) and related units to deploy many means to organize rescue.
Authorities and fishing boats tried to search for the crew members, however, due to big waves and strong winds, the search was difficult.
Ha Tinh province authorities also informed Quang Binh province authorities to coordinate the search.
