Permanent Deputy Prime Minister Nguyen Hoa Binh, on behalf of the Government, signed Resolution No. 212/NQ-CP dated July 21, 2025 to remove difficulties and obstacles for two projects: Solving flooding caused by tides with consideration of climate change (phase 1 - abbreviated as the 10,000 billion VND tide prevention project) and the Project to build a connecting road from Pham Van Dong to Go Dua - National Highway 1 (HCMC).
Accordingly, the Government assigned the Ho Chi Minh City People's Committee to establish, appraise and adjust the feasibility study reports of the two projects in accordance with regulations. For the 10,000 billion VND flood prevention project, Ho Chi Minh City will pay the investor with land fund. If the land value is less than the value of the BT project (reviewed, unreasonable costs have been eliminated...), the difference will be paid with money from Ho Chi Minh City's public investment capital. The city is responsible for determining the land price, land use fee... of the land plots expected to be paid to the investor.

The Government also requested the State Audit to consider and conduct audits of projects as a basis for organizing the payment and settlement of construction investment capital in accordance with the provisions of law, ensuring harmony of interests between the State and investors, effective use of State capital, early putting projects into operation and exploitation, avoiding waste and loss.
Previously, the tidal prevention project in Ho Chi Minh City, worth nearly VND10,000 billion, started in June 2016, to control flooding for 570 km² with 6.5 million people. However , although more than 90% of the work has been completed, due to problems with land fund payment, technical document adjustment, BT contract... the project has been suspended since 2020 until now, causing great waste.
The connecting section from Pham Van Dong Street to Go Dua - National Highway 1 intersection of the Ring Road 2 project has been suspended until now. |
Similarly, the 2.7 km long connecting road project from Pham Van Dong Street to Go Dua - National Highway 1 intersection on the Ring Road is one of the key traffic routes expected to reduce traffic congestion and increase connectivity in the East of Ho Chi Minh City. However, this project has been suspended since 2020 after completing about 44% due to legal problems when adjusting the project.
