The Government requires urgent completion of the appraisal dossier for Ho Chi Minh City's Ring Road 4 before May 5.

Beltway 4 is the outermost beltway and also the largest road project in the Southeast region to date.

The Government Office has just sent an official dispatch to the Ministry of Finance and the Ho Chi Minh City People's Committee to convey the direction of Deputy Prime Minister Tran Hong Ha on the pre-feasibility study report of the Ho Chi Minh City Ring Road 4 project.

According to the Deputy Prime Minister, Decision No. 1617 dated December 19, 2024 on the establishment of the State Appraisal Council of the Prime Minister stipulates: The Council is responsible for completing the appraisal report according to regulations, clearly affirming that the project's pre-feasibility study report is eligible for the Government's approval and submission to the National Assembly for decision on investment policy.

In order to promptly complete the procedures according to regulations, based on the documents received and explained by the Ho Chi Minh City People's Committee, Deputy Prime Minister Tran Hong Ha requested the State Appraisal Council to fully perform its assigned functions and tasks, clearly affirm that the project's pre-feasibility study report is eligible for the Government's approval, and report to the Government before May 5.

At the same time, the Ministry of Finance implemented the direction of Deputy Prime Minister Ho Duc Phoc, urgently notifying ministries, agencies and localities of the estimated total public investment capital for the 2026-2030 period to have a basis for considering the ability to balance the central budget to support the project.

According to the plan, Ring Road 4 has a total length of more than 207km, passing through 5 provinces and cities: Ho Chi Minh City (16.7km), Binh Duong (47.95km), Dong Nai (46km), Ba Ria - Vung Tau (18.2km), Long An (78.3km, including a 74.5km section through Long An, a 3.8km section through Ho Chi Minh City).

The section through Binh Duong province, about 47.95km long, is currently being implemented according to the project investment policy approved by the Provincial People's Council. The locality is currently bidding to find investors to implement the project with the bidding opening date on May 15.

According to the pre-feasibility study report, the Beltway 4 project submitted to the National Assembly has a total length of 159.3km passing through 4 provinces and cities including Ba Ria - Vung Tau, Dong Nai, Ho Chi Minh City, Long An. In phase 1, localities will clear the land at once according to the 8-lane plan, including emergency lanes, service roads, and parallel roads through residential areas.

The total investment in phase 1 is more than 120,412 billion VND, implemented under the public-private partnership (PPP) method - BOT contract (build - operate - transfer) with the participation of state capital.

Regarding progress, after the National Assembly approves the investment policy, localities will carry out the next procedures to select investors in 2026. The project will start construction in 2026 and be completed in 2029.

Beltway 4 will mobilize 50,000 billion VND from the private sector

Ho Chi Minh City has three belt roads including belt roads 2, 3, 4 with a length of more than 300km. Of which, belt road 4 is the outermost belt road and is also the largest road project in the Southeast region to date.

According to the City People's Committee, implementing the investment project on Ring Road 4 under the public-private partnership model is necessary to reduce pressure on public investment capital.

The project will attract more than VND50,633 billion from investors' capital, and significantly reduce the budget capital needed to serve the management, operation, exploitation and maintenance of the project.
