The Ministry of Education and Training is proposing to develop a National Assembly Resolution on universalizing preschool education for preschool children from 3 to 5 years old, including a policy to prioritize the development of preschool education in communes with especially difficult socio-economic conditions, communes in disadvantaged areas, ethnic minority areas and mountainous, border, coastal, coastal, densely populated areas, areas with industrial parks, clusters, and export processing zones, specifically:

Public preschools , preschools of the armed forces in communes in regions III, II, I, communes with extremely difficult villages in ethnic minority and mountainous areas, extremely difficult communes in the 3 coastal, coastal and island areas according to regulations of competent authorities, with children from 3 to 5 years old studying, eating and taking naps at preschools are entitled to the following policies:

Financial support to buy paper, comics, crayons, pencils, toys and other learning materials; blankets, mosquito nets and personal items for children from 3 to 5 years old at boarding school with a budget of 1,350,000 VND/child/school year.

Children aged 3 to 5 years old are supported with electricity and water for studying and living at boarding schools with a standard of 5KW of electricity/month/child and 01 m³ of water/month/child according to the local price regulations and are entitled to no more than 9 months/school year. In places where there are no conditions to provide electricity and water services or there is a power or water outage, the school can use the funds to buy lighting equipment and clean water for the children.

Lunchtime support for children from 3 to 5 years old: Each group of 25 children from 3 to 4 years old, including at least 8 children from 3 to 4 years old who are semi-boarding, will receive 01 quota; each group of 30 children from 4 to 5 years old, including at least 10 children from 4 to 5 years old who are semi-boarding, will receive 01 quota of 700,000 VND/month/group of children and will receive no more than 9 months/school year. The balance of 50% or more compared to the number of children from 3 to 5 years old and the number of children from 3 to 5 years old who are semi-boarding in each group will be counted as 01 quota.

The state budget supports the cost of paying for cooking staff. The payment rate is calculated based on the number of children from 3 to 5 years old attending boarding school, with a minimum of 3,900,000 VND/month/45 children. The remaining 20 children or more will be calculated with one additional support level. Each preschool is entitled to no more than 5 times the above support level/month and no more than 9 months/school year.

Independent preschools, preschools of the armed forces in areas with particularly difficult socio -economic conditions, ethnic minority areas and mountainous areas, borders, islands, beaches, coastal areas, densely populated areas, areas with industrial parks, clusters, export processing zones of the private and public type that have been licensed by competent authorities in accordance with regulations to perform the task of nurturing, caring for and educating children from 3 to 5 years old are supported with one-time provision of facilities, including: provision of utensils, toys, teaching equipment according to the list prescribed by the Ministry of Education and Training and financial support for repairing facilities to directly serve the care, nurturing and education of children. The minimum support level is 50,000,000 VND/independent preschool.
