BTO-The Investigation Police Agency of Binh Thuan Province Police has just issued a decision to prosecute, execute an arrest warrant for temporary detention and a search warrant for the residence of Truong Ngoc Tam (50 years old, residing in Duc Long Ward, Phan Thiet City) for the crime of fraud and appropriation of property.
According to investigation documents, in 2020, Truong Ngoc Tam completed the procedures to register a motorbike business and was granted a business registration certificate by the Phan Thiet City Department of Finance and Planning under the name Lan Anh Motorbike Shop, located in Tien Loi Commune, Phan Thiet City.
The entire business is directly managed and operated by Tam. On December 1, 2020, Tam signed a cooperation contract with Vietnam Prosperity Bank Finance Company Limited (VPB FC Company) to support customers who need loans to pay for part of the purchase of motorbikes at Lan Anh motorbike shop.
Specifically, VPB FC Company sent a credit officer to work at Lan Anh motorbike shop to advise and prepare loan documents for customers. After the loan documents were approved, Tam delivered the motorbike to the customer and VPB FC Company disbursed the amount of money the customer needed to borrow into Tam's account.
From March 2021 to February 2022, taking advantage of loopholes in the loan application process of credit officers, Tam provided fake chassis and engine numbers; legalized motorbike buying and selling procedures, and did not deliver the motorbike to the customer.
From there, Tam created 190 loan applications to buy cars on installments and was approved by VPB FC Company, disbursing to customers a total loan amount of more than 10 billion VND. The entire amount was transferred by the Company to Tam’s account and Tam appropriated it.
