On November 19, Project Management Board 7 (investor of the Vinh Hao-Phan Thiet Expressway Construction Investment Component Project) informed that the unit is requesting funding to overcome the effects of storms and floods and prevent flooding; there is still a rest stop that has not been constructed due to lack of land.

Accordingly, the Km205+092 rest stop has been 100% handed over. Currently, the investor is constructing service works, expected to be put into operation in early January 2026.

For the Km144+560 rest stop, only 1.67ha/10.86ha has been handed over, reaching 15.39%, the remaining site has not been handed over for construction. Committee 7 requested the People's Committee of Lam Dong province to direct the Provincial Court and the Provincial Police to urgently report the results of the investigation and final settlement of the long-standing disputes and complaints of organizations and individuals to serve as a basis for completing legal procedures on compensation for site clearance and early handover of the construction site.

Vinh Hao-Phan Thiet Expressway has only 1 rest stop under construction.

Recently, in Ham Kiem commune, there has been heavy rain lasting for many hours, so the water cannot drain in time downstream, causing local flooding at Km233+350-Km233+500 of Vinh Hao-Phan Thiet expressway with a depth of about 40cm, causing traffic insecurity.

In order to completely overcome the problem, Committee 7 proposed to replace the drainage culvert under the irrigation canal with a larger aperture. In addition to combining with widening and dredging the streambed downstream of the culvert to ensure the height and width of drainage to avoid flooding with a trapezoidal cross-section reinforced with rubble.

To increase the drainage capacity of the ditch along the service road, this ditch should be widened on the right side of the route. It is expected that the total area required to clear the ground for project implementation is about ^7,000m2 .

Committee 7 sent a document to the Ministry of Construction proposing to allocate 30 billion VND in capital in 2025 to implement projects to handle, overcome the impact of storms and floods and prevent flooding on the Vinh Hao-Phan Thiet expressway.
