"Hanoi has approached and applied those spirits well. The theme of this congress has the power to inspire and appeal, not only to the Party Committee, Party members, cadres and civil servants, but also to all the people and armed forces of the capital, so that the entire political system can strive together in the new period, the period of the country's rise," Mr. My commented.

According to him, when reading the Political Report, in terms of methodology, the new points of the report are often evaluated in 3 aspects such as: Is there anything new compared to the report of the previous congress? Does it meet the development requirements of the current practice? In terms of structure, is the expression tight, logical, scientific , concise, easy to understand, easy to remember, easy to check in the way the resolution is put into practice?

Mr. My assessed that the Political Report presented to the 18th Congress of the Hanoi Party Committee was carefully, seriously and scientifically prepared. The writing style is clear, highly generalized, concise, rich in practicality and profound theory, demonstrating the intellectual thinking and development aspirations of the Hanoi Party Committee and people, pioneering with the country to enter the era of national development.

The theme of the 18th Congress consists of 4 elements. According to Associate Professor, Dr. Nguyen Chi My, after many rounds of receiving and editing opinions from the people, experts, scientists, the Vietnam Fatherland Front and socio-political organizations, the theme has been completed.

The former Head of the Hanoi Party Committee's Propaganda Department said that during his lifetime, President Ho Chi Minh repeatedly advised Hanoi on the core things when taking over the capital, in which solidarity and exemplary role stood out. The characteristics of Hanoi's cadres were gathered from many sources, so solidarity became a vital factor.

"If Hanoi lacks this, it will immediately lose its fighting power. Uncle Ho always advised Hanoi to be united, united within the Party, united within the political system, and united among the people," said Mr. My.

In particular, Associate Professor Dr. Nguyen Chi My emphasized that Uncle Ho always required the Hanoi Party Committee to be exemplary, not only within the Party, but also all social classes in the capital from workers, farmers, students, intellectuals, soldiers, to businessmen must be exemplary, because Hanoi represents the whole country.
