Soon issue new resolution for South Central Coast and Central Highlands regions

On the afternoon of October 15, the National Assembly Delegation of Dak Lak province held an information exchange conference before the 10th Session of the 15th National Assembly. Deputy Head of the Delegation in charge of the Delegation Nguyen Thi Thu Nguyet and Deputy Head of the Delegation in charge Le Dao An Xuan co-chaired the conference.

Also attending the conference were Permanent Vice Chairwoman of the Provincial People's Committee Ho Thi Nguyen Thao, along with representatives of relevant departments, branches and sectors.

At the conference, representatives of the Provincial People's Committee reported on the results of implementing the socio -economic development plan, ensuring national defense and security in the first 9 months of 2025 and the key directions and tasks for the last 3 months of the year.

Over the past 9 months, Dak Lak province has made efforts to deploy a large amount of work, ensuring progress in reorganizing the administrative apparatus, gradually removing internal "bottlenecks", and proactively responding to external economic fluctuations. The province aims for economic growth of 8% or more in 2025, creating a foundation for a double-digit growth rate in the period 2026 - 2030.

The province's socio-economic situation continues to maintain stability and develop positively, with most targets reaching and exceeding the scenario. Total social investment capital reached about 44,750 billion VND; total export turnover reached 2,334 million USD; total state budget revenue in the area reached 12,141 billion VND.

Cultural, sports and tourism activities were organized enthusiastically, attracting a large number of tourists; total revenue from tourism increased by 81.4%, the number of visitors to the province increased by 42% over the same period.

The number of newly established enterprises continues to increase; investment attraction has shown many improvements, with a series of large-scale projects approved for investment and started construction such as: Bai Goc Port Project; Hoa Tam Industrial Park, Phu Yen High-Tech Industrial Park, Phu Xuan Industrial Park; Trung Nguyen Legend Coffee Factory, the largest in Southeast Asia; Eco Palace Complex of Trade Center, Hotel, and Housing... These projects are expected to create new development momentum, contributing to promoting local socio-economic growth in the coming time.

Social security, care for meritorious people, and poverty reduction were effectively implemented. The program to eliminate temporary and dilapidated houses was completed on schedule, with 8,915 houses newly built, repaired, and put into use, contributing to improving people's lives. Land, resource, environmental management, and administrative reform continued to be promoted; national defense and security were strengthened; sovereignty and border security were maintained.

However, the report also pointed out some shortcomings and limitations that need to be overcome: the 9-month GRDP growth rate has not reached the set scenario; the progress of disbursement of public investment capital has not met requirements; compensation and site clearance work is still difficult; the process of transitioning management of programs and projects in the reorganization of 2-level local government organizations is still prolonged. People's and businesses' assessments of administrative reform and improvement of the investment and business environment have not had clear changes; the connection and interconnection of administrative procedure processing on the iGate System with a number of public services are still incomplete.

At the conference, delegates recommended that the Provincial Delegation of National Assembly Deputies synthesize and propose to the National Assembly, the Government and central agencies to soon issue a new Resolution on socio-economic development, ensuring national defense and security for the South Central Coast and Central Highlands regions, in order to create an important legal corridor and political basis for long-term development orientation. At the same time, it was proposed to prioritize investment capital allocation for key transport projects connecting the East - West of the province; supplement targeted funding for science - technology activities, innovation and digital transformation.

Regarding the medium-term public investment plan for the 2026-2030 period, the locality proposed that the Central Government soon issue regulations on principles, criteria, and norms for allocating public investment capital, as a basis for the locality to implement the next steps.

Concluding the conference, Deputy Head of the National Assembly Delegation of the province Nguyen Thi Thu Nguyet acknowledged the spirit of careful preparation, comprehensive reporting, and objective reflection of the socio-economic development situation of the province in the context of many difficulties and challenges. At the same time, she requested the Office of the National Assembly Delegation of the province to coordinate with the Provincial People's Committee and departments and branches to fully synthesize opinions and group them into each field: mechanisms and policies that need to be resolved by the Central Government; contents that localities should proactively implement; and recommendations to be sent to specific ministries and branches.

The Deputy Head of the Delegation, in charge of the Provincial National Assembly Delegation, said that the Delegation will have a report summarizing opinions and recommendations to send to the National Assembly Standing Committee and the National Assembly Office on time. This is an important basis for the Provincial National Assembly Delegates to use in discussions and questions at the parliament. The Deputy Head of the Delegation also requested that agencies and units continue to coordinate to provide complete and timely information and data, contributing to improving the quality of the Delegation's activities at the upcoming 10th Session of the 15th National Assembly.
