Any country that proactively seizes opportunities will succeed.

First, the Deputy Prime Minister highly appreciated the Joint Stock Commercial Bank for Investment and Development of Vietnam ( BIDV ) for organizing the workshop, thereby creating a forum for exchanging and proposing initiatives and solutions to promote the development of the Vietnamese business community with aspirations, will, vision and ambition to contribute to the common development of the country and people.

Discussing the regional and world situation, the Deputy Prime Minister said that there are currently unprecedented profound changes such as: geostrategic competition, military conflicts, escalating trade wars, fierce competition in attracting investment. The explosive development of science and technology, especially AI, and challenges of climate change, energy security, traditional and non-traditional security are fundamentally changing the structure of the global economy.

These movements create both challenges and opportunities for all countries. "Facing challenges is the most effective way to turn danger into opportunity, turn difficulty into ease, turn the impossible into possible, and create new breakthrough ideas and ways of doing things. Any country or business that proactively seizes opportunities and overcomes challenges will surely succeed," the Deputy Prime Minister commented.

Over the past years, Vietnam has continued to achieve comprehensive achievements in most areas. The macro economy is stable, inflation is under control, major balances are ensured; it has overcome global shocks, successfully controlled the COVID-19 pandemic, quickly recovered the economy and maintained social stability in the context of a volatile world.

However, the Deputy Prime Minister also pointed out major challenges, such as: Economic growth shows signs of slowing down; labor productivity and innovation capacity in some industries and fields are still limited; growth quality is not really sustainable; the risk of falling into the upper middle-income trap still exists; the business environment has improved but there are still many barriers; infrastructure is not yet synchronized; the socialist-oriented market economy institution is still incomplete.

Major reforms with strong political will

Facing a new historical starting point, Vietnam is continuing to remove "bottlenecks", renew growth drivers, and restructure the economy in conjunction with growth model innovation.

"To develop quickly and sustainably, Vietnam cannot follow the old path. We must dare to think big, act big, and carry out major reforms with the highest political determination," the Deputy Prime Minister stated.

Recently, our country has urgently carried out a revolution in streamlining and rearranging the apparatus of central agencies, merging a series of provinces and cities and switching to a 2-level local government model. Thereby, opening up new space and development opportunities for the country.

Along with that, the Politburo has issued the "four pillars" (Resolution 57 on science and technology development, innovation and national digital transformation, Resolution 59 on international integration; Resolution 66 on comprehensive innovation in law making and enforcement, Resolution 68 on private economic development). At the same time, a number of resolutions will be issued in the coming time on the state economy, education, and health. These resolutions will become a solid theoretical foundation to create momentum to realize the "2 100-year goals".

Affirming that the business community is the main material production force of the Vietnamese economy, playing a very important role in the cause of national construction and development, the Deputy Prime Minister welcomed, commended and respectfully thanked the important contributions of the Vietnamese business community and entrepreneurs.

7 breakthrough contents on private economy

Resolution 68 of the Politburo identified the private economy as the most important driving force of the national economy, the pioneering force in promoting growth, creating jobs, improving labor productivity, national competitiveness, industrialization, modernization, and restructuring the economy towards green, circular, and sustainable development.

The Resolution also clearly states the goal of having at least 3 million private enterprises by 2045, contributing over 60% of GDP, and sets out 8 groups of key tasks and solutions.

At the workshop, Deputy Prime Minister Nguyen Chi Dung reviewed some highlights of Resolution 68.

Firstly, developing a fast and sustainable private economy is not only a key and urgent task in the short term but also a strategic task in the medium and long term.

Second, for the first time, our Party affirmed: "There needs to be a breakthrough, practical policy for the private economy to participate in the important strategic tasks of the country, not only as a "management object" but also with a "role and mission" to participate with the State in creating national development.

Third, remove barriers, the mechanism of asking and giving, the mindset of "if you can't manage it, then ban it"; cut 30% of administrative procedure processing time, 30% of compliance costs, and 30% of unnecessary business conditions.

Fourth, fully ensure ownership rights, property rights, freedom of business and equal competition rights and ensure contract enforcement of private enterprises.

Fifth, respect entrepreneurs, consider the business community as "soldiers on the economic front" who are constantly contributing to promoting the rapid, green and sustainable development of the locality and the whole country.

Sixth, clearly distinguish criminal, administrative and civil responsibilities; between legal entities and individuals in handling violations and wrongdoings.

Seventh, strengthen the leadership role of the Party and the creation role of the State; take enterprises as the center and subject; build and train a team of entrepreneurs with ethics, courage, intelligence, patriotism, national pride, aspiration to contribute, respect for the law, and responsibility to society.

Accordingly, the administrative system will shift from mainly public service and management to service and creation; and the strong shift from pre-control to post-control combined with inspection and supervision mechanisms.

Unite and cooperate to do great things

Sharing with businesses, the Deputy Prime Minister suggested that Vietnamese businesses and entrepreneurs focus on a number of key points.

Particularly, it is important to proactively grasp new market development trends. The Deputy Prime Minister noted that businesses need to eliminate the "catch-and-grab" mindset, invest systematically, build a strategic vision, pioneer in renewing business culture, promote development based on science and technology, and innovation.

At the same time, it is necessary to pioneer the application of corporate governance standards, increase transparency and apply ESG; change awareness and improve the operational efficiency of the Board of Directors model towards approaching international practices.

Thereby, making corporate governance truly a competitive advantage helps Vietnamese enterprises "stand shoulder to shoulder" and compete equally with partners in the global market.

In addition, it is necessary to focus on pioneering the promotion of cooperation, joint ventures, and associations between economic sectors and between business sectors. Large enterprises need to promote their leading role in big, difficult, and new tasks (including state-owned and private enterprises); proactively take on the task of solving national-level problems to create momentum for economic development; promote links with the FDI sector, proactively form joint ventures, associations, and lead "new games", creating opportunities for small and medium-sized enterprises to participate in development along the value chain.

"I wish that large enterprises gather together and form a federation to discuss big issues, participate in major national projects, and advise on national policies," the Deputy Prime Minister shared enthusiastically.

According to the Deputy Prime Minister, Vietnamese enterprises should pioneer in participating in M&A activities in both domestic and international markets. In particular, focusing on investing in new technology fields, trends, and strategic technologies.

Along with that, it is necessary to spread the culture of business ethics and the spirit of respecting the law, creating a transparent and fair business environment.

The Deputy Prime Minister hopes that with enthusiasm, intelligence, ambition and national pride, with the spirit of "Pioneering innovation - Creating value", Vietnamese enterprises and entrepreneurs will overcome all difficulties, turn aspirations into actions, turn potential into real strength, to together bring our country into a new era - an era of development, prosperity and strength of the Vietnamese people.
