Hiep Hoa Ward is an area with a high density of workers from other provinces, with many boarding houses and camps located adjacent to industrial parks. The security and order situation here always has the potential for complications, especially in terms of crime and drug abuse. Therefore, the ward police force determined that it must be more proactive, thorough and flexible in solutions to control the area, not allowing hot spots to arise. Not only stopping at prevention work, the ward police also closely coordinated with the professional force of the Provincial Police to organize screening and surprise inspections at boarding houses and camps where many workers are concentrated. Regular drug testing has helped to detect violations early. For example, on June 4, 2025, the authorities caught Vu Duc Vuong (born in 1979) and Vu Van Toi (born in 1981) organizing the use of crystal meth in Hiep Hoa Ward. Both tested positive for methamphetamine, and seized evidence included many drug paraphernalia.
Major Doan Minh Long, Deputy Chief of Hiep Hoa Ward Police, shared: No longer having district-level police is a pressure, but also a motivation for us to better understand our responsibilities. The ward police have proactively developed a monitoring plan, made a list of addicts, relapsed addicts, post-rehab subjects, people showing signs of illegal drug use... At the same time, effectively promoted the network of neighborhood protection, ward chiefs, and party cell secretaries in managing the area.
According to the assessment of the Provincial Police, the new decentralized model requires greater initiative from the commune-level police, especially in basic investigations, situational awareness and area management. The current commune, ward and special zone police force not only performs normal administrative tasks but also has to take on part of the previous district-level role, from building professional databases to initially handling drug-related cases.
Since early July 2025, when the two-tier local government model officially came into operation, the police force in 54 communes, wards and special administrative zones after the merger has quickly taken action, launching patrols to control urban order, traffic safety and environmental sanitation. The focus is on stepping up the fight against and preventing drugs at the grassroots level - where they play a frontline role in early and remote detection and prevention.
In the comprehensive orientation of the provincial police force, the Drug Crime Investigation Police Department has promptly advised the Party Committee and the Director of the Provincial Police on comprehensive solutions, associated with each stage and key area. In particular, the orientation of "cutting supply, reducing demand", combining publicity - secrecy, prevention - suppression, ensuring that Quang Ninh does not become a hot spot or transit point for drugs. As a result of the fight from the beginning of 2025 to now, the provincial police force has arrested and handled 301 cases, 753 drug criminals; seized 13,208 grams of heroin, nearly 1,000 grams of synthetic drugs and many related exhibits. Of which, 299 cases with 596 subjects were criminally prosecuted, contributing to the destruction of many gangs and networks right from the beginning of their formation.
Currently, many localities are continuing to expand the self-management model, mobilizing people to participate in monitoring and detecting unusual signs. This is considered an important factor in building a "community shield" to prevent drugs right from residential areas.
