Proactively respond to climate change, strengthen resource management and environmental protection

DNO - On the afternoon of August 17 in Da Nang , the Steering Committee for the Summary of Resolution No. 24-NQ/TW dated June 3, 2013 of the Party Central Committee (11th Term) on "Proactively responding to climate change, strengthening resource management and environmental protection", organized a consultation workshop for the Central and Central Highlands regions on the summary of 10 years of implementing Resolution No. 24-NQ/TW.

Member of the Party Central Committee, Minister of Natural Resources and Environment Dang Quoc Khanh, Deputy Head of the Steering Committee for the Summary of Resolution No. 23-NQ/TW; Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Da Nang City Nguyen Van Quang; Vice Chairman of the Central Theoretical Council Bui Nhat Quang; Deputy Minister of Natural Resources and Environment Vo Tuan Nhan co-chaired the workshop.

Chairman of the People's Committee of Da Nang City Le Trung Chinh, Vice Chairman of the People's Committee of Da Nang City Le Quang Nam, along with leaders of ministries, branches, international organizations, 15 provinces in the Central and Central Highlands regions, research institutes, experts and scientists attended.

Speaking at the opening of the workshop, Minister of Natural Resources and Environment Dang Quoc Khanh emphasized that Resolution No. 24-TQ/TW is a particularly important resolution for the natural resources and environment sector and localities, and is a political orientation to strictly and effectively manage natural resources, protect the environment and respond to climate change, serving sustainable socio-economic development, ensuring national defense and security.

After 10 years of implementing Resolution No. 24-NQ/TW, one of the outstanding achievements is the fundamental change in awareness and thinking of central and local ministries, branches and sectors on climate change response, resource management and environmental protection.

The Party's major policies have been gradually materialized from the approach to the target as well as the management of the economy and society. The work of responding to climate change, managing resources and protecting the environment has received more attention and focus. The environment is considered a fundamental condition and prerequisite for sustainable economic and social development.

The system of policies and laws on resources, environment and climate change has been consulted and completed by the construction sectors and fields in a synchronous direction, consistent with the world's approach and the trend of the times.

Climate change response has received attention from the entire political system and society, gradually shifting from considering adaptation as the focus to combining greenhouse gas emission reduction, taking advantage of opportunities to move towards a green, low-carbon economy.

The capacity to forecast and warn of natural disasters related to climate change is increasingly improved, protecting people's lives and property and contributing to protecting the country's socio-economic development achievements.

Natural resources are gradually being investigated and evaluated more fully, managed more sustainably, and have also been unlocked to serve socio-economic development and allocated according to market operations through auctions of exploitation rights.

Environmental protection thinking has been fundamentally renewed, environmental protection work has shifted from passive response to proactive prevention and control, especially for major sources of pollution.

However, besides the important results achieved, there are still limitations that need to be analyzed fully, objectively, and scientifically. In the process of summarizing the resolution, it is necessary to fully state and synthesize the results achieved and the existing problems and limitations; clearly state the inadequacies, new context, and specific goals...

Speaking at the workshop, Secretary of the Da Nang City Party Committee Nguyen Van Quang said that Da Nang is located in the Central Central region, with a coastline that is sensitive to extreme weather and directly affected by climate change such as tides, storms, floods and rising sea levels.

Regarding the socio-economic development policy, Da Nang city is aiming towards an ecological urban area and 3/5 of the city's key economic sectors are associated with climate change response and environmental protection, namely: developing tourism and high-quality services associated with resort real estate; developing seaports and aviation associated with logistics; developing agricultural products, high-tech industry and fisheries.

“Therefore, responding to climate change, strengthening resource management and environmental protection are extremely important and urgent in the process of socio-economic development of the city. Recognizing the above importance and implementing Resolution No. 24-NQ/TW, the Da Nang City Party Committee issued Action Program No. 27-CT/TU dated July 31, 2023 for implementation,” informed Secretary of the City Party Committee Nguyen Van Quang.

The city has set out specific tasks in responding to climate change, managing resources and protecting the environment in the city. In addition, many indicators on protecting the environment and resources and responding to climate change have been included in Resolution No. 43-NQ/TW of the Politburo (12th Term) on building and developing Da Nang city to 2030 and vision to 2045 as well as the Resolution of the 22nd City Party Congress, term 2020-2025.

At the same time, in the process of planning, plans and socio-economic development programs of the city, indicators and tasks are always incorporated and integrated to move towards green, sustainable and circular economic growth.

After 10 years of implementing Resolution 24-NQ/TW and Action Program No. 27-CT/TU, the city has achieved a number of positive results. The city has focused on concentrating many resources to plan and invest in important projects on dykes, embankments, drainage systems, wastewater and domestic waste treatment in urban areas and industrial zones, contributing to timely handling of environmental hotspots and responding to climate change.

Through the mid-term review of the City Party Congress, a number of environmental protection targets have been achieved and exceeded, such as the air quality index (IQ) always maintained below 100, the rate of industrial wastewater collected and treated to meet standards, 100% of households have access to clean water, 100% of household waste is collected and treated, and the forest cover rate is 45.6%.

Besides, Da Nang city has been recognized and highly appreciated by domestic and foreign ministries, branches and organizations and has won many awards for environmental protection work.

In the context of many changes in the world and domestically, the world has recorded worrying records of the consequences of climate change, environmental pollution, and ongoing resource degradation.

Secretary of the City Party Committee Nguyen Van Quang expressed his belief that the workshop will propose key and urgent goals, tasks and solutions to move towards a green, circular and low-carbon economy, and especially to bring Vietnam towards the goal of net zero emissions by 2050 as committed to the international community.

Da Nang City will absorb the experiences of experts, scientists and other localities in implementing tasks and solutions on climate change response, resource management and environmental protection in the city in the coming time.

Also at the workshop, Vice Chairman of the City People's Committee Le Quang Nam proposed that to proactively respond to climate change, resources need to be managed, used economically, effectively, comprehensively and for multiple purposes; apply economical technologies and production methods; proactively prevent, combat and minimize damage to resources due to the impact of climate change; strengthen basic investigation work, assess the quality and potential of resources.

In addition, it is necessary to consolidate, upgrade, and build new works (dykes, embankments to protect river banks, seas, irrigation works...) to ensure resilience to natural disasters according to climate change scenarios of the country, region, and city.

Along with that, inventorying greenhouse gases and promoting the development of carbon markets; promoting the economical and efficient use of energy, developing and using new and renewable energy in industry, construction and transportation; promoting actions to reduce greenhouse gases and increase greenhouse gas sinks; building a database on climate change, strengthening facilities and training professional forces in search and rescue work, enhancing international cooperation...
