Due to the impact of storm No. 11, from the evening of October 6 to the morning of October 7, the province experienced heavy to very heavy rain and strong winds, causing the water levels of Cau River and Thuong River to rise. Many sections of dykes, embankments, and important culverts experienced landslides and water seepage, threatening the safety of residents living along the river.

Faced with complicated weather developments, comrade Nguyen Viet Oanh and members of the team inspected dike safety in the villages of Bao Tan, Da Hoi (Hop Thinh commune) and Cam Bao village (Xuan Cam commune).
In the K8+200 area of the left dike of Cau, Bao Tan village (Hop Thinh commune), the inspection team recorded intermittent landslides of about 200m long, directly affecting 19 households living along the dike. The local government mobilized forces to support people in moving their belongings to a safe place. Assigned forces to be on duty, not allowing people to go near the landslide areas.
In the K20+300 area of the left dike of Cau, Cam Bao village and Cam Bao pumping station (Xuan Cam commune), the local government has mobilized forces to be on duty, reinforced the dike, and operated the entire drainage pumping station at maximum capacity to drain water into the river, limiting damage.

After the on-site inspection, comrade Nguyen Viet Oanh requested localities to closely follow weather developments, be proactive and flexible in directing and operating flood and storm prevention work; absolutely not to be passive or surprised in any situation. Research and carefully develop response scenarios when water levels continue to rise, minimizing water overflow into industrial zones and fields, affecting production.
Strengthen propaganda, install warning signs, do not let people approach dangerous areas. Mobilize forces to proactively move people's assets and belongings to safe places. Pumping stations need to operate at full capacity, monitor pumping speed, control water flow; functional forces are constantly on duty, coordinate smoothly to ensure absolute safety for people's lives, assets and the dike system.
As for Hop Thinh commune, he requested the locality to urgently evacuate all 19 households from the landslide-prone area, ensuring absolute safety for life and property. The commune People's Committee needs to prepare safe temporary residences with adequate food, electricity and water to ensure people's peace of mind during the flood season. At the same time, coordinate with the Department of Agriculture and Environment to review land funds and develop long-term resettlement plans for people.
Comrade Nguyen Viet Oanh assigned the Department of Agriculture and Environment to coordinate with local authorities to mobilize forces, temporarily reinforce the dike roof, use sandbags and waterproof tarpaulins to prevent further landslides; at the same time, prepare documents and emergency treatment plans as soon as the weather is favorable.
