Reporting to voters on the results of the recent 9th Session, the representative of the Ho Chi Minh City National Assembly Delegation (Constituency No. 10) said that after 35 days of working with a spirit of innovation, responsibility and high determination, on the basis of urgent and thorough preparation and scientific and effective program arrangement, the 9th Session of the 15th National Assembly has completed all the contents of the proposed program, including considering and approving the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam; approving 34 laws and 13 legal resolutions, giving opinions on 6 other draft laws; Consider and decide on the arrangement of provincial-level administrative units, shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, decide on the election date of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, establish the National Election Council; consider and decide on organizational and personnel work within its authority.
The National Assembly also considered and decided on socio-economic, financial, state budget issues, investment policies for important projects; conducted questions and answers; considered reports on the synthesis of voters' and people's petitions, reports on the results of monitoring the settlement of voters' petitions, and a number of other important issues. During the discussion and contribution of socio-economic, budget, and law-making issues, the National Assembly deputies and the City National Assembly Delegation all tried to fully convey the thoughts and aspirations of the City's voters to the National Assembly.

At the meeting, voters reflected on the remaining problems from real life, unresolved problems related to production, people's lives, urban infrastructure development, planning, land, ongoing projects, as well as their thoughts, aspirations, policies, worries and concerns when implementing two-level local government...
Regarding the implementation of the policy of rearranging administrative units, voter Le Van Khuyen, Thoi Tam Thon commune, Hoc Mon district, said that although some cadres and civil servants (full-time and part-time) are still on the list in the new unit, the number of cadres and civil servants in the new commune and ward is limited, so it is certain that some cadres and civil servants cannot be arranged. Therefore, voters hope that the competent authority will soon announce the list of comrades who cannot be arranged, as well as the time of resignation, so that cadres and civil servants know how to take the initiative. Regarding the number of cadres and civil servants in the commune and ward after the merger, voters also requested that the competent authority study it to suit each rural, mountainous, island, and urban area and in terms of area and population, and should not apply a common framework to all communes and wards nationwide; at the same time, there should be a specific mechanism for Ho Chi Minh City, especially the commune's payroll.
Meanwhile, voter Do Trung Tin, Hoc Mon town said that after the merger and arrangement, Ho Chi Minh City has 168 commune-level administrative units. However, the information technology infrastructure and equipment serving administrative activities at the commune/ward level are not synchronous, many places are still weak and outdated. In addition, the level of information technology, skills in using and equipping smartphones of the majority of people is not high, not many.

Faced with the above difficulties, voters recommended that the City soon adjust the mechanism for more investment in information technology, allocate separate capital for information technology infrastructure at the commune/ward level; accelerate investment in upgrading internet infrastructure, online conference equipment, centralized storage systems; quickly complete the provision of online public services; have incentive mechanisms, enhance socialization to promote the effectiveness of building a digital economy, digital society... Along with that, voters also hope that all levels will increase training and fostering of cadres operating digital systems at the grassroots level; equip people with knowledge and skills through "Digital Literacy" classes...
Representing voters of Cu Chi district, Mr. Le Van Dau, Hoa Phu commune, expressed his joy and high consensus that the National Assembly passed the Resolution on merging provincial-level administrative units, including adjusting administrative boundaries, merging Ho Chi Minh City with Binh Duong and Ba Ria - Vung Tau provinces to form an expanded Ho Chi Minh City. With a constructive spirit and the desire to ensure legitimate and legal rights for the people, voter Le Van Dau proposed that the Ho Chi Minh City National Assembly Delegation continue to pay attention, supervise and request relevant authorities to promptly resolve the resettlement issue for households whose land was recovered for the Dong Nam Industrial Park project, helping people to soon stabilize their lives in the new situation, especially after Ho Chi Minh City implemented the merger of provincial-level administrative units.
Concentrate all resources to ensure smooth operation of two-level government

Speaking at the meeting, President Luong Cuong assessed that the voters' comments were very enthusiastic and responsible, showing deep concern for the development of the locality, the city and the country; at the same time, it was proof of voters' trust in the activities of the National Assembly.
Informing voters about the country's political, economic and social situation in recent times, the President said that in the context of the world situation undergoing profound changes with many difficulties and challenges, under the close leadership, many innovations and creativity of the Central Executive Committee, the Politburo, the Secretariat, the close coordination and companionship of the National Assembly, the drastic management of the Government; and the synchronous participation of the entire political system and the entire people, our country has achieved many important and quite comprehensive results in all fields.
The President emphasized that, promoting the achievements after nearly 40 years of renovation, our Party continues to propose strong and important policies to move the country forward in the new era to become a developed, high-income country by 2045. The Politburo has issued four important resolutions considered the "Quad Pillars" related to breakthroughs in science and technology development, innovation and digital transformation; international integration in the new situation; innovation in law making and enforcement; and private economic development.
The socio-economic situation in the first 6 months of 2025 continues to be positive, the macro economy is basically stable, inflation is controlled, major balances of the economy are ensured; social security is of concern, people's lives remain stable and improved; in general, in the first 6 months, many indicators and indicators are better than the same period last year, in which GDP in the first 6 months is forecast to reach about 7.3%, among the highest growth groups in the region and the world. Along with that, politics and society are stable; national defense and security are maintained; social order and safety are ensured; foreign affairs and international integration are promoted; the country's prestige and position are enhanced. The work of party building and rectification, preventing corruption, waste and negativity continues to be promoted, achieving positive results. A peaceful and stable environment is maintained for national construction and development.

The President affirmed that in those results and achievements, there are very important contributions from the Party Committee, government and people of Ho Chi Minh City, including the two districts of Hoc Mon and Cu Chi.
Stating that in just 6 months, our country will complete the implementation of the Resolution of the 13th National Party Congress and the 5-year socio-economic development tasks for 2021-2025, the President said that besides the bright spots achieved, the country still faces many difficulties and limitations; production and enterprises still face many difficulties; risks to energy security, food security, cyber security, natural disasters, saltwater intrusion, and extreme climate change are still present; hostile forces and reactionary organizations are increasingly sophisticated in their sabotage, causing many obstacles to the process of national construction and development; domestic requirements are posing many new, extremely urgent revolutionary tasks that require our entire Party, people, and army to join hands and promote the highest strength of national solidarity, and make determined efforts to achieve the set goals and tasks.
Assessing the special meeting of voters for the two districts of Hoc Mon and Cu Chi, the President emphasized that after merging with Binh Duong and Ba Ria - Vung Tau, the new Ho Chi Minh City will become a megacity with an area of about 6,770 km2, more than 13.6 million people, 168 wards, communes and Con Dao special zone. This strong and unprecedented reform step aims to streamline, operate effectively and efficiently, and be closer to the people, but will pose many difficulties and challenges, requiring the joint efforts and solidarity of the entire political system, Party committees and authorities at all levels, and the support and consensus of the people.
In that context, the President suggested that the City should focus all resources so that the two-level local government can officially operate from July 1, 2025, ensuring smooth operation from the City to the communes, without interruption. The new government must operate better, more effectively, truly be a grassroots government close to the people, not affecting the normal activities of society, providing the best support for people and businesses.
The President noted that the new model sets very high requirements, with a huge amount of work, requiring the organization of cadres and the arrangement of cadres to be carried out very closely; impartially, objectively and especially importantly, correctly evaluating and selecting the right people - choosing people for the job.
Pointing out that in the past time, the Party and the State have passed many very important policies and guidelines to create a legal framework for the organization of two-level local governments, the President suggested that Ho Chi Minh City should continue to concretize and effectively implement these policies and guidelines at the local level. In the implementation process, it is necessary to ensure that the apparatus operates according to the principles of respect for the Constitution and the law; ensure the principle of democratic centralism, listen to the legitimate aspirations of the people, in which it is necessary to focus on leading, directing, and effectively organizing the implementation of breakthrough resolutions, which are the foundation and create strong momentum to bring our country forward in the new era.
According to the President, it is necessary to continue promoting socio-economic development, ensuring security, social order and safety, focusing on taking care of the lives and implementing good social security for the people of the City.
The President also requested the City to continue to focus on leading and directing the successful organization of Party congresses at all levels, first of all the new commune and ward congresses and the new City Party Congress after the merger; affirming that this is a great and historic opportunity for Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong when merging to jointly awaken potential and strengths in a synchronous manner, creating a new development space, and joining the whole country in entering an era of prosperous development of the nation.
Regarding the proposals and recommendations of voters at the Conference, the President requested the Office of the National Assembly Delegation of Ho Chi Minh City to review and consider which contents are under the jurisdiction of the locality, which contents are under the jurisdiction of the Central Government; which contents have been resolved, which contents need to be urged and recommended for final resolution, promptly synthesize and send to the National Assembly's Committee for People's Aspirations and Supervision and relevant agencies for consideration and resolution in accordance with the provisions of law.
Our country is entering a new stage of development with many great opportunities, but also full of challenges. The President believes that, with the tradition of resilient, dynamic, creative and united revolution, voters and people of Hoc Mon and Cu Chi districts will continue to unite to build the City named after beloved Uncle Ho more and more prosperous, actively contributing to bringing the country firmly into a new era - an era of strong, prosperous and prosperous development of the nation.
