The President 's working visit was made at the invitation of Egyptian President Abdel Fattah Al Sisi and his wife, and Angolan President João Manuel Gonçalves Lourenço and his wife.
Accompanying the President and his wife were: Head of the Central Internal Affairs Commission Phan Dinh Trac; General Phan Van Giang, Minister of National Defense; Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; Head of the Office of the President Le Khanh Hai; Minister of Education and Training Nguyen Kim Son; Senior Lieutenant General Le Quoc Hung, Deputy Minister of Public Security .
Also joining the delegation were: Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien; Deputy Minister of Culture, Sports and Tourism Phan Tam; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Agriculture and Environment Vo Van Hung; Vietnamese Ambassador to Egypt Nguyen Huy Dung; Vietnamese Ambassador to Angola Duong Chinh Chuc; Mr. Duong Quoc Hung, Assistant to the President.

Egypt has a very important geostrategic position, is one of the most influential countries in the Middle East, Africa and the Arab world, and is the headquarters of the Arab League.
This is the first visit by a key Vietnamese leader in seven years. In terms of politics and diplomacy, Vietnam and Egypt have a long-standing and especially close historical relationship since the two countries established diplomatic relations in 1963. The two countries actively supported each other in the national liberation resistance war as well as at international organizations and multilateral forums.
In terms of economics, trade and investment, Egypt is an important market for Vietnam in the region. Bilateral trade turnover in 2024 will reach 541.36 million USD, the highest in North Africa.
Egypt currently has 22 investment projects registered in Vietnam with a total capital of about 2.87 million USD. The two sides have signed cooperation agreements between Hanoi - Cairo (July 2023), Ninh Binh - Luxor (August 2018).
For Angola , this is the first state visit by a Vietnamese head of state to Angola in 17 years.
In terms of politics and diplomacy, the two Parties and countries have a loyal comradely relationship, actively supporting and encouraging each other in the period of fighting against colonialism, imperialism, national liberation and in the current cause of national construction and defense. The two countries regularly exchange delegations, have high-level contacts, and support each other at multilateral forums.
Economic, investment and trade cooperation between the two countries has recently seen positive changes, with trade turnover reaching nearly 250 million USD in 2024. Recently, Vietnamese enterprises have been very interested in the Angolan market in the fields of oil and gas, hydropower, agriculture, forestry and mining.
Angola has the largest Vietnamese community in Africa with about 6,000 people, formed in the 1980s with a core of medical and educational experts.
Angola is currently the Chair of the 54-member African Union, an important force at the United Nations and multilateral forums. The President's visit takes place on the occasion of the 50th anniversary of the establishment of diplomatic relations between Vietnam and Angola (1975-2025).
The visit is an opportunity for Vietnam to promote, deepen, elevate and upgrade relations with countries that play important roles and positions in Africa.
The President's visit to Africa also affirms Vietnam's new stance of being ready to contribute more actively to peace, cooperation and development on the continent and in the world.
It is expected that President Luong Cuong will deliver important speeches at the Arab League and the Angolan Parliament, thereby conveying the policy message of a Vietnam that wishes to make greater contributions to world politics, the global economy and human civilization as General Secretary To Lam has repeatedly emphasized.
