Quang Ngai Chairman checks coast before storm, regulates reservoirs for flood prevention

On October 22, Mr. Nguyen Hoang Giang - Chairman of the People's Committee of Quang Ngai province - directly inspected the breakwater in An Phu commune. Storm Than Gio (storm No. 12) is approaching, Mr. Giang requested the investor and construction unit to prioritize the safety of the project and people.

At the time of Mr. Giang's inspection, the waves hit the breakwater under construction, the wave column was several meters high. The representative of the Quang Ngai Province Traffic Construction Investment Project Management Board (investor) reported the construction progress and response plan for storm No. 12, which will directly affect the evening of October 22.

Mr. Giang requested that investors and contractors must arrange command and forces during storms; stop construction, move equipment away from dangerous areas; and proactively prepare plans for the worst-case scenario.

"The priority now is to ensure the safety of people and buildings. Absolutely do not be subjective and be ready for all situations," said Mr. Giang.

The waves in Quang Ngai are currently very large, this is a concern that needs to be prepared to respond.

Mr. Giang said that he had received information about the forecasted extremely heavy rainfall. Throughout the past few days, the Provincial People's Committee has directed and "assigned" a Vice Chairman of the Provincial People's Committee to directly monitor the province's large hydroelectric and irrigation reservoirs.

"Currently, the reservoirs are within the safe threshold and their capacity is still large. However, I request close monitoring and readiness to release flood water if there is heavy rain. All assessments are not based on reports but entirely based on reality to respond to natural disasters," said Mr. Giang.

According to Mr. Giang, it is absolutely not allowed to happen when there is heavy rain, the downstream is "full of water", at which point the hydroelectric plant will release flood water, leading to major flooding; also do not regulate too early leading to a shortage of water for production and power generation.

Therefore, it is necessary to be proactive. Each local unit, department and vice chairman assigned to the task must closely monitor the actual developments and report to the Chairman of the Provincial People's Committee for timely handling.

Currently, the construction unit has focused on equipment and personnel to protect the An Phu breakwater project under construction.

Many scenarios for responding to storms and floods

Announcing the conclusion of the storm response plan, Mr. Nguyen Hoang Giang, Chairman of the People's Committee of Quang Ngai province, requested to absolutely not be subjective, to focus on directing, inspecting, urging and proactively implementing measures to respond to storm No. 12.

Localities must closely monitor the developments of storms, floods and rains, strictly prohibit ships from going to sea, and promptly notify fishermen of the location and direction of the storm so they can proactively take precautions.

The province also directed to clearly define natural disaster situations, supplement response plans and scenarios appropriate to each risk level; proactively arrange forces, vehicles, supplies, food, and necessities in areas at risk of separation and isolation to be ready for rescue when bad situations occur.

For projects under construction, investors and project management boards must implement measures to ensure safety for people, vehicles and constructions, and prevent damage caused by rain and floods.
