Speaking at the end of the question-and-answer session of Minister and Chairman of the Ethnic Minorities Committee Hau A Lenh, on the morning of June 7, National Assembly Chairman Vuong Dinh Hue emphasized the need to focus on removing bottlenecks to speed up progress, accelerate, create breakthroughs and fundamental changes in the implementation of national target programs to make up for recent delays, especially in the allocation, management and use of capital to implement the program.
National Assembly Chairman Vuong Dinh Hue said that at the end of the question and answer session with Minister and Chairman of the Ethnic Committee Hau A Lenh, 62 National Assembly deputies registered to question, of which 35 deputies participated in the questioning, including 28 deputies questioning and 7 deputies debating. There were 27 deputies who registered to question but time ran out, the National Assembly Chairman asked the deputies to send questions for Minister Hau A Lenh to answer in writing according to regulations, the Secretary General of the National Assembly compiled.

The implementation of ethnic policies has achieved quite comprehensive results.
Through reports and question and answer sessions, the National Assembly Chairman said that in recent times, with the attention of the Party and State, ethnic work and the implementation of ethnic policies have achieved important and quite comprehensive results, creating many changes in the material and spiritual life of ethnic minorities and mountainous areas of our country; contributing to strengthening political security, social order and safety and the great national unity bloc; consolidating the trust of ethnic minorities in the Party and State.
In particular, the National Assembly issued Resolution No. 88/2019/QH14 dated November 18, 2019 approving the Master Plan for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; Resolution No. 120/2020/QH14 dated June 19, 2020 approving the investment policy for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period. “This is the third target program after the national target program on new rural construction and sustainable poverty reduction, integrating nearly 200 policies on ethnic minorities into this program,” said the National Assembly Chairman.
At the same time, the National Assembly has also issued other laws and resolutions to create mechanisms to attract resources to support investment in the development of ethnic minority and mountainous areas, and areas with difficult and especially difficult socio-economic conditions.

In addition, the National Assembly Chairman also pointed out some shortcomings and limitations in this field. In general, ethnic policies are still scattered and ineffective. The implementation of national target programs in general, including the national target program for socio-economic development in ethnic minority and mountainous areas, is still very slow.
The results achieved so far are still limited. The guiding documents are issued slowly or are not consistent, unclear, and do not have specific norms; the procedures for receiving and approving programs and projects are still complicated; the coordination between agencies and authorities at all levels is still inadequate and confusing; the demarcation of communes and villages in ethnic minority and mountainous areas has not been completely resolved; the mobilization of resources for the program and the management and allocation of resources are still difficult; the implementation of policies to support residential land and production land for ethnic minorities has not been effectively implemented...
Pilot study on decentralization and budget allocation
The National Assembly Chairman requested the Government, Ministers, Chairman of the Ethnic Committee, ministers and heads of relevant sectors to fully absorb the opinions of National Assembly deputies and resolutely direct the implementation of proposed solutions to overcome the shortcomings and limitations that have been pointed out.
Specifically, it is necessary to resolutely deploy solutions to effectively implement Conclusion 65-KL/TW dated October 30, 2019 of the Politburo, Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly; study and amend Decree No. 05/2011/ND-CP dated January 14, 2011 of the Government on ethnic affairs to fully and promptly institutionalize important guidelines and orientations on ethnic policies for the 2021-2030 period.

Urgently complete the review, revision and supplementation of inappropriate, unclear and incomplete regulations and instructions according to authority; focus on removing bottlenecks to accelerate progress, speed up, create breakthroughs and fundamental changes in the implementation of National Target Programs to make up for recent delays, especially in the allocation, management and use of capital to implement the program. Direct and urge the implementation of projects, sub-projects and contents in the program to ensure efficiency and achieve the goals and targets set in 2023 and the 2021-2025 period.
In particular, the National Assembly Chairman proposed to study the pilot decentralization and consolidation of funding for the 3 National Target Programs in a district, and report to the National Assembly at the National Assembly's supreme supervision session on the 3 National Target Programs in the June 2023 session. "We all say that decentralization and delegation of power are very difficult. Let's consider whether to pilot in a certain district to integrate these 3 programs or not, giving full authority to the district to arrange how to achieve the goals of all 3 programs, not to the point of being so petty as to say "this coin is for buying salt, this coin is for buying fish sauce", this coin is for this program, that coin is for that program", said the National Assembly Chairman.
By 2025, land will be provided for more than 17,400 households.
In addition, the National Assembly Chairman proposed mobilizing all resources to invest in socio-economic development in ethnic minority and mountainous areas; focusing on particularly difficult areas, ethnic groups with many difficulties and special difficulties, prioritizing the poor groups of ethnic minority women and children; at the same time, focusing on promoting the tradition of solidarity, mutual assistance, enhancing the spirit of self-reliance, self-reliance, overcoming difficulties and rising up of the people.

Focus investment resources on important national projects and joint projects that have a spillover effect on the socio-economic development of the region to shorten the time for goods to circulate from ethnic minority and mountainous areas, and areas with difficult conditions to consumer markets.
Focus on effectively implementing the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2030 period; effectively implementing policies to support residential land, production land, and job conversion for ethnic minority households that do not have or lack residential land or production land; in which, it is necessary to proactively research and propose adjustments to capital sources in accordance with local conditions; calculate support mechanisms for housing, residential land, and production land in line with reality...
“By 2025, strive to achieve the following goals: providing residential land for more than 17,400 households; directly providing production land for more than 47,200 households; providing livelihoods for 271,800 households; basically eliminating spontaneous migration; completing the relocation of all spontaneously migrating people to planned residential areas; completing the registration of household registration for spontaneously migrating households according to regulations,” the National Assembly Chairman stated.
