Chairman of Hai Duong Provincial People's Committee as Head of the Working Group to direct the peak period against commercial fraud

The People's Committee of Hai Duong province has just issued a plan to launch a peak period to fight against and repel smuggling, trade fraud, counterfeit goods, and intellectual property infringement in Hai Duong province. The peak period will last for 1 month, from May 15 to June 15, 2025, mobilizing the drastic and synchronous participation of the entire political system from the province to the grassroots level.

The primary goal of the peak period is to increase propaganda and dissemination of laws to raise awareness among people and businesses about the consequences and sanctions for smuggling, trade fraud, counterfeit goods and intellectual property infringement. Thereby, forming a sense of self-consciousness in complying with the law, not participating in or assisting in violations, and proactively detecting and reporting wrongdoings to the authorities.

The movement "All people protect national security" was also widely launched, associated with the detection and fight against violations in the market and in cyberspace.

The authorities will survey and assess the current situation of smuggling and trade fraud in key areas and routes, identifying "hot spots" such as wholesale markets, warehouses, logistics centers, key traffic routes, etc. On that basis, a list will be made and classified of production and business establishments at high risk of violations, both in real life and in cyberspace.

In particular, the peak period focuses on areas that are vulnerable to exploitation such as healthcare, agriculture , food safety, e-commerce... Key product groups include: Medical supplies, medicines, functional foods, cosmetics; agricultural supplies, fertilizers, pesticides, animal feed; essential goods such as gasoline, liquefied petroleum gas; popular consumer goods such as alcohol, milk, beverages, cigarettes, clothes, handbags, shoes...

The peak period will focus on checking the circulation of goods, especially essential goods for life and production. Business activities through e-commerce, social networks, and smuggled goods.

The Provincial People's Committee requests that functional forces promptly and strictly detect and handle all violations in accordance with the provisions of the law. Notably, information of violating organizations and individuals will be made public for the purpose of deterrence,education and general prevention in society.

The Provincial People's Committee has decided to establish a Provincial Working Group to directly lead and direct the peak period. The Working Group is headed by the Chairman of the Provincial People's Committee, Vice Chairmen of the Provincial People's Committee and the Director of the Provincial Police Department as Deputy Heads, together with leaders of relevant departments and agencies.

4 Deputy Team Leaders will be in charge of 4 main field groups, responsible for gathering information, directing inspections, and handling according to their functions. At the same time, support teams will be established to serve the synthesis and in-depth implementation work.

At the district level, the District People's Committee also established a Working Group to direct the implementation of the plan in the area.

The Provincial People's Committee requires that the implementation of the peak period must follow the motto of "6 clear": clear people, clear work, clear time, clear responsibility, clear authority, clear products. Each department, branch, and locality must specifically define the goals, requirements, work content, and arrange appropriate forces.

Heads of departments, branches, Chairmen of People's Committees of districts, towns and cities are responsible to the Chairman of the Provincial People's Committee for the implementation results in the assigned fields and areas.

The goal of the peak period is to improve the market and protect consumers.
