CALL LETTER

The whole province joins hands to overcome the consequences of storm No. 13, stabilize people's lives, restore and accelerate socio -economic development by 2025.

To: People, cadres, civil servants, public employees, workers, armed forces and business community in Gia Lai province.

Storm No. 13 - Kalmaegi, the strongest storm to hit the province in decades; with winds of level 10-12, gusts above level 14, moving quickly, wide area of influence, risking especially serious damage to people's lives and property. In that urgent situation, the government and people of the province did not allow themselves to be passive or surprised: Activating "early, from afar, one level higher" plans and scenarios for natural disaster response; immediately establishing a forward command post for centralized, unified command, sending leaders directly to the grassroots; armed forces were deployed close to the people, close to key areas on duty 24/24. Organizing a large-scale, historic evacuation of more than 90,000 households, more than 300,000 people as quickly and thoroughly as possible. In the midst of the storm, forces promptly rescued more than 200 people from collapsed houses and deep flooded areas, minimizing human losses.

This is not only the result of careful preparation, correct, accurate, scientific direction, and quick action, but also a clear demonstration of the will and discipline of the Party, government, armed forces, and the consensus and support of the people.

The storm has passed, but the damage to infrastructure and facilities is extremely severe: Hundreds of houses in the whole province have completely collapsed, tens of thousands of houses have their roofs blown off or damaged; schools, hospitals, electricity, water and communication systems have been severely damaged; thousands of hectares of rice, crops, boats, and aquaculture cages have been swept away. Coastal areas, especially Quy Nhon - the largest urban area, the socio-economic center and the "pearl" of Gia Lai province, honored as "ASEAN Clean Tourist City" and voted by Lonely Planet as one of the 25 most attractive destinations in 2026, have now been severely damaged by the storm: a series of residential areas, tourist areas, and infrastructure works have been damaged and devastated after the storm. The familiar, vibrant images of a livable city have now given way to scenes of devastation, making every citizen feel heartbroken.

Up to now, thousands of households do not have safe housing, many essential infrastructure works are paralyzed, people's lives are facing countless difficulties. At this time, more than ever, the whole province must join hands, act urgently, with the highest responsibility, so that no one is left behind.

Chairman of Gia Lai Provincial People's Committee calls!

1. The entire political system from the province to the grassroots level continues to maintain the highest response state, continuing to act as quickly, decisively and effectively as possible. Focus on providing food, housing, clean water, medicine, stabilizing people's lives; immediately repairing essential infrastructure: transportation, electricity, schools, hospitals, production facilities.

2. The Army and Police continue to be the frontline, shock forces, present in key areas, supporting the rebuilding of houses, clearing traffic routes, transporting relief goods and maintaining security and order.

3. The business community inside and outside the province promotes the spirit of social responsibility, supports resources and means, contributes to restoring production, supports people, and helps the province overcome difficult times.

4. The people of all ethnic groups in Gia Lai province uphold the spirit of self-reliance, solidarity, and helping each other repair houses, restore production, not wait or depend on others; maintain environmental hygiene, prevent epidemics after the storm, and soon stabilize life.

Urgent tasks:

  • Ensure social security, do not let people lack food, clean water, or housing;
  • Restore traffic, electricity, telecommunications, schools, hospitals;
  • Provide proper, sufficient and timely support to the affected people; absolutely do not allow any loss or negativity.

In the long term, the province identifies two parallel tasks:

  • Overcoming the consequences of natural disasters in a fundamental, safe and sustainable manner;
  • Restore production - develop socio-economy, strive to complete and exceed the 2025 targets, maintain the double-digit growth target for the 2026-2030 period, build Gia Lai province to develop rapidly and sustainably.

Quy Nhon city and damaged areas will not only be restored but will be rebuilt to be more modern, safer, and become a more livable tourist city with a richer identity and more competitive.

Dear comrades and people!

This is not just a call; it is a responsibility to the People and a command to action. I believe that, with the tradition of solidarity and the indomitable will of the Gia Lai people, we will rise up stronger, making our homeland develop sustainably and become more prosperous.

Thank you very much!

Friendly,

Chairman of the Provincial People's Committee

Pham Anh Tuan
