Chairman of Lam Dong Provincial People's Committee Ho Van Muoi chaired a meeting to discuss removing obstacles in key traffic projects.

On the afternoon of July 28, comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province chaired a working session with departments, branches, and project management boards to orientate the removal of obstacles and difficulties to promote the progress of key national and provincial projects and works in the field of transport.

Reporting at the conference, the Department of Construction proposed that the Provincial People's Committee direct communes, wards, and special zones to continue planning work, and pay attention to promptly issuing instructions and regulations related to the work of making general commune planning, regulations on architectural management and urban development.

Regarding investment in infrastructure development, the Department of Construction proposed that the Provincial People's Committee continue to recommend that the Central Government and the Ministry of Construction pay attention to adjusting and supplementing the planning of the Gia Nghia - Bao Loc - Phan Thiet expressway for investment progress before 2030; propose that the Provincial People's Committee prioritize capital allocation for investment preparation in 2025 and arrange a medium-term public investment plan for the period 2026 - 2030.

Comrade Le Trong Yen, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, proposed to assign a focal point to unify the direction and viewpoints for site clearance and site clearance, so that the progress can be accelerated.

Regarding the issue of site clearance, the Department of Construction requested People's Committees at all levels and relevant units to urgently speed up site clearance work; at the same time, recommended the Provincial People's Committee to promptly review and direct the resolution of outstanding issues in site clearance work.

Regarding road management, exploitation and maintenance, the Department proposed and recommended that the Provincial People's Committee consider supplementing funding in 2025 to repair connecting roads.

Comrade Nguyen Ngoc Phuc, Vice Chairman of the Provincial People's Committee, spoke, emphasizing the need to review compensation land prices because the current land price difference after merging with the province is very large.

After listening to reports on the progress of project implementation, most of the projects were delayed due to problems with site clearance, procedural mechanisms after transferring to 2-level local authorities, and inconsistent regulations on land prices for compensation and site clearance.

Comrade Vo Ngoc Hiep, Vice Chairman of the Provincial People's Committee, proposed to urgently organize implementation to disburse capital and achieve the target; proactively deploy investment procedures for national highways, put National Highway 27 and National Highway 28 into the capital allocation plan for renovation and upgrading.

At the conference, leaders of departments and branches proposed that in order to promote land acquisition and clearance, in this period, it is necessary to assign the task to a focal point. Delegates proposed assigning the task to the Land Fund Development Center to take the lead, coordinate with communes and wards to promote land acquisition and clearance.

The Chairman of the Provincial People's Committee agreed with the proposal of the Vice Chairmen of the Provincial People's Committee on the need to focus on removing obstacles in site clearance. Accordingly, a focal point will be assigned to be responsible for directing the site clearance work; at the same time, localities will be required to promptly establish a Site Clearance Compensation Appraisal Council to speed up the progress.

It is recommended to review land compensation prices in the entire province to ensure they are consistent with the actual situation after the merger of the three provinces.

He also directed departments and branches to complete the Electronic Handbook within the next 15 days to provide professional guidance for staff to implement, ensuring accuracy, clarity of people and work.

Chairman of Lam Dong Provincial People's Committee Ho Van Muoi also requested relevant departments and branches to proactively review planning to create a clear corridor and promote investment. At the same time, he directed to organize monthly meetings to listen to reports on the progress of important projects and works to promptly remove difficulties and obstacles.
