Speaking at the welcoming ceremony for Mr. Donal Brown - Vice President of IFAD and the delegation to visit Bac Kan, Chairman of the Provincial People's Committee Nguyen Dang Binh emphasized that Bac Kan province appreciates IFAD's assistance over the past 16 years with many meaningful and practical supports for the province. IFAD's project has gone through 2 phases and achieved many successes, bringing many direct benefits to farmers and cooperatives in the area, helping the socio-economic development of Bac Kan when the province has two poor districts with a very high poverty rate. IFAD's projects not only help people improve their lives but also equip them with knowledge, ways to do agricultural economics, ways to get rich, ways to escape poverty, which is a very sustainable and long-term support for the people of Bac Kan province. Bac Kan province is willing to share local experiences through the process of implementing IFAD projects and hopes that the delegation will share experiences from other localities to better implement the project as well as effectively carry out poverty reduction and production development in the province.

Mr. Donal Brown - Vice President of IFAD thanked the Provincial People's Committee for giving the delegation a very warm welcome; expressed his gratitude to the Chairman and Vice Chairman of the Provincial People's Committee for arranging time to work with the delegation. Visiting Misaki Vietnam Co., Ltd. before the working session, Vice President of IFAD highly appreciated the results of the projects and thanked Bac Kan province for working with IFAD to effectively implement the projects.

The IFAD Vice President shared that the CSSP project is about to end, he is very happy to know that the new project is being designed by the parties and agrees that the new project focuses on solving problems such as biodiversity conservation, climate change mitigation, land restoration... The IFAD Vice President affirmed that he will fully support the new project after the CSSP project, the IFAD team has also discussed the project, he will support speeding up the process to consider and approve the project as soon as possible.

Overview of the working session

At the meeting, delegates watched a report on IFAD’s contributions to the development of Bac Kan province in recent years. The working delegation of the Vice President of IFAD and the Provincial People’s Committee discussed, shared, and provided directions for new projects after the CSSP project ended; Bac Kan province’s plan to accelerate the progress of new projects when approved…

With the support of IFAD, Bac Kan province has implemented two projects: Bac Kan Provincial Partnership for the Poor in Agricultural and Forestry Development (3PAD) for the period 2009 - 2015 and the Business Support Project for Household Farmers (CSSP) for the period 2017 - 2025 in the poorest districts and communes of the province.

The 3PAD project was implemented in the period of 2009 - 2015 in 48 communes and towns in districts with particularly difficult economic conditions in Bac Kan province, namely Ba Be, Na Ri and Pac Nam, in which Ba Be and Pac Nam districts are included in the Government's Program 30a. The project aims to improve livelihoods and sustainably and fairly reduce poverty for the poor in the highlands, especially women and ethnic minorities in the project area. At the beginning, the poverty rate in the project area was 47% (the poverty rate of the whole province was 36%), the number of poor households was 11,325 households. At the end of the project, the poverty rate in the project area had decreased more than the set target by at least 15%. From December 2010 to December 2014, the poverty rate in the project area decreased by 26.10%, higher than the poverty reduction rate of the whole province (17.3%).

The Bac Kan CSSP Project is implemented in the period of 2017 - 2025, in 33 communes in 4 districts of Ba Be, Ngan Son, Na Ri, Pac Nam with the goal of increasing income and reducing vulnerability to climate change of poor and near-poor households in the project's target communes in a sustainable manner. The project's poverty reduction target reached 28.3% (the project target was 25%); approved 5 provincial-level SIPs and 15 district- and commune-level VCAPs; replicated the MOPSEDP process in 8 districts and cities with 108 communes, wards and towns; allocated land and granted forest land use right certificates to people in 21 communes in 4 districts of Ba Be, Pac Nam, Na Ri and Ngan Son with a total area of ​​37,994.13 hectares with 23,024 certificates; Implemented forest allocation to 354 households with an area of ​​about 2,975 hectares; completed the cadastral database system of 13 communes; established 613 cooperatives/interest groups. Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Dang Binh affirmed that the meeting was very useful, this was an opportunity for the locality to share, listen to suggestions, directions, and support from the Vice President of IFAD and members of the working delegation; further emphasizing that climate change has a great impact on Bac Kan province, if the new project is approved by IFAD, it will bring great benefits to the province.

The Chairman of the Provincial People's Committee pointed out the difficulties as well as the potential and advantages of the province that have not been effectively exploited; expressed gratitude to IFAD for supporting the province with the two projects 3PAD and CSSP, which have brought practical results and made positive contributions to the socio-economic development of the province; believed that when the new project is approved, it will inherit and promote the results of the previous projects, achieving high results in the coming time.

The Chairman of the Provincial People's Committee hopes that the new project will be supported and approved by IFAD with appropriate components, resources and the best time for the province. On the local side, Bac Kan province commits to actively and well prepare, closely coordinate with the IFAD Vietnam Office and relevant agencies to build the best project, bring the highest efficiency, and bring common success to IFAD projects as well as Bac Kan.
