Bac Kan Provincial People's Council continues to listen to reports, proposals and draft resolutions

BBK - Continuing the working program, on the morning of June 23, under the Chairmanship of the Provincial People's Council Chairwoman Phuong Thi Thanh and Vice Chairwomen of the Provincial People's Council Tran Thi Loc and Dong Van Luu, the 30th Session of the 10th Bac Kan Provincial People's Council held a working session in the hall to listen to reports, submissions and draft resolutions.

At the working session, the Provincial People's Council listened to the report of the Provincial People's Committee on the socio -economic development situation, ensuring national defense and security, and direction and administration in the first 6 months of the year; directions and tasks for the last 6 months of 2025. At the same time, reports on crime prevention and control; corruption prevention and control; handling complaints and denunciations; practicing thrift and combating waste; reports of judicial agencies and many other important contents.

The Committees of Culture - Society, Law, Economy - Budget, and Ethnicity of the Provincial People's Council presented their examination reports on the above contents. The examination contributed to clarifying the legal basis, feasibility and effectiveness of the reports, submissions and draft resolutions submitted at the meeting.

In the working program, the Provincial People's Council also heard reports on important draft resolutions such as: Resolution on temporary assignment of staff, civil servants and the number of employees receiving salaries from the state budget; resolution approving the local budget settlement in 2024; resolutions adjusting the medium-term public investment plan and the public investment plan in 2025; resolution on decentralization of revenue sources and expenditure tasks between budget levels; and many resolutions related to land management, environmental resources, land recovery, change of land use purpose, change of forest use purpose for works and projects.

In addition, the meeting also considered proposals to amend and supplement a number of policies such as supporting the development of non-public preschooleducation ; regulations on training and fostering expenditures for cadres, civil servants and public employees; and regulations on managing rural architecture in the Ba Be Lake National Special Scenic Area.

Comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Kan province spoke at the session.

Speaking at the meeting, Comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, highly appreciated the results achieved by the province in the first 6 months of 2025, especially in the context that the whole province is focusing on the work of arranging administrative units and preparing to transform the government model. He acknowledged and praised the spirit of efforts and solidarity of all levels, sectors, business community, voters and people of all ethnic groups in the province.

He emphasized that this is a pivotal and important moment, requiring the entire political system of Bac Kan province to concentrate highly to complete the preparations for the official operation of the two-level local government model from July 1, 2025. This is the moment marking a new page in the leadership, administration and management of the state administration with the goal of building a political system and public administration with a streamlined, effective and efficient apparatus, serving the people.

The Provincial Party Secretary requested the Standing Committee of the Provincial People's Council to proactively coordinate closely with the Standing Committee of the Thai Nguyen Provincial People's Council to urgently review and complete the necessary resolution system to ensure the effective organization and operation of the two-level local government model after the arrangement in accordance with the instructions of the National Assembly Standing Committee. Prepare the necessary conditions to organize the first session of the People's Council of the new Thai Nguyen province right after the National Assembly Standing Committee issues a decision appointing personnel to hold the positions of the new Provincial People's Council Standing Committee to take effect.

Guide and support (new) communes and wards in preparing and organizing the first session of the People's Council at the commune level formed after the arrangement, ensuring the correct order and procedures according to the instructions of the National Assembly Standing Committee. The first session is not only an administrative procedure, but also the official beginning for the grassroots government in the new model, which needs to be carried out carefully, seriously and effectively.

The new commune-level People's Committees need to proactively complete the conditions to ensure that the government apparatus can operate and function stably immediately after being reorganized. The organization and operation must be carried out seriously, in accordance with the procedures, in compliance with the plan approved by the competent authority and in accordance with the requirements of organizing local government according to the two-level model. It is necessary to focus on ensuring smoothness and continuity in the implementation of state management functions and serving the people at the grassroots level, not allowing gaps or administrative interruptions to arise during the transition period.

Comrade Hoang Duy Chinh emphasized: "The achievements that the Party Committee, government and people of all ethnic groups in Bac Kan province have achieved in the past time are very proud and appreciated. In the context that our country is entering a new era, an era of rising up, an era of national prosperity, I call on all cadres, civil servants, public employees, soldiers of the armed forces and people of all ethnic groups in the province to continue to promote the tradition of solidarity, dynamism and creativity; raise the sense of responsibility, join hands and be determined to successfully achieve the set goals".
