Preparing to adjust national land use plans

In the Prime Minister's Official Dispatch 360/CD-TTg , the Ministry of Natural Resources and Environment is assigned: "Based on the synthesis of reports on land use needs of localities, the Ministry shall coordinate with relevant ministries and branches to synthesize and advise the Government to submit to the National Assembly for consideration and adjustment of the National Land Use Plan for the period 2021 - 2030, with a vision to 2050 and the National Land Use Plan for the 5 years 2021-2025 at the October 2023 session".

Reporting at the working session, Mr. Chu An Truong, Deputy Director of the Department of Land Resources Planning and Development, said that since the beginning of 2023, the Ministry of Natural Resources and Environment has issued a document requesting localities to report and propose adjustments to land use planning and plans. Up to now, the Ministry of Natural Resources and Environment has received reports from 63/63 provinces and centrally run cities on the results of implementing Decision 326/QD-TTg dated March 9, 2022 of the Prime Minister on allocating national land use targets for the period 2021 - 2030, with a vision to 2050 and the national land use plan for the 5-year period 2021 - 2025.

Of which, 32/63 provinces and cities proposed to adjust land use targets until 2030, focusing on adjusting some key targets such as: industrial park land in 32 provinces; traffic land in 25 provinces; rice-growing land in 24 provinces; sports land in 24 provinces; high-tech park land in 7 provinces.

In addition, 24/63 provinces proposed to adjust land use targets until 2025, including proposals to adjust industrial park land in 24 provinces, rice-growing land in 12 provinces, traffic land in 14 provinces, sports land in 12 provinces, and high-tech park land in 4 provinces.

According to Mr. Truong, the Department has also compiled the results of implementing land use targets according to Decision 326 of localities based on land statistics up to December 31, 2022 of 51 provinces and cities and reported the implementation results of 63 provinces and cities. However, the assessment of implementation results in the reports of the provinces is still not complete; land use data in the reports of some provinces still has unreasonable fluctuations.

In particular, the implementation results up to 2022 compared to the allocated targets up to 2025 of localities reached a very low rate (about 3%); for provinces with proposals to adjust the target to increase non-agricultural land types, the implementation rate was also low (6.58%).

The representative of the Director of the Department of Land Resources Planning and Development said that, based on the provisions of the law and the Resolutions of the National Assembly, there is no basis for adjusting the national land use planning, but only adjusting the national land use plan.

At the meeting, delegates basically agreed with the report and proposal of the Director of the Department of Planning and Land Resources Development and focused on discussing the plan to implement the tasks of adjusting the national land use plan to ensure the removal of obstacles for localities and promote land resources.

In his concluding remarks at the meeting, Deputy Minister Le Minh Ngan said that after the Prime Minister's Decision 326, provinces and cities have implemented provincial planning and district-level land use planning, thereby contributing to the liberation of land resources and socio-economic development in the locality.

However, after implementing Decision 326, some provinces and cities have proposed to the Party and State leaders to adjust some land use indicators, so the Prime Minister issued Official Dispatch 360. In which, localities were assigned to synthesize reports on implementation results and propose adjustments to indicators and send them to the Ministry before May 20. Therefore, the data compiled and reported by localities may be different from before.

The Deputy Minister requested the Department of Land Resources Planning and Development to urgently prepare documents and procedures to advise the Government to adjust the national land use plan for the 2021-2025 period to ensure land use targets for localities.

The Deputy Minister also requested the Department to draft the Ministry's Document to submit to the Ministry's leaders to send to localities to urge the reporting of implementation results, propose adjustments to land use indicators, in which the provinces are requested to clearly state the basis for the proposal, take responsibility for the data... At the same time, plan to organize working groups of the Ministry and the Department in a number of localities to agree with the localities on the proposal to adjust land use indicators...
